Bergen Kommune (Bergen municipality)

The town council would like to give inhabitants, businesses, organisations, media, politicians and employees access to direct transmissions and historical recordings from town council meetings on the internet.
The town council meetings must be covered by several audio and picture sources, different cameras and microphones, which cover different areas, including sign language interpreters, podium and chamber. The audio and pictures from the different sources are to be mixed to 1 video stream that is to be distributed on the internet.
It shall be easy to find specific clips in previous recordings and have easy access to related documents for the different clips. The town council is looking for a broad distribution of the recordings and would therefore like to facilitate users of the system being able to share all or parts of a clip in social media and other channels.
The transmissions and recordings shall be of good quality as regards picture and audio and they must give a good experience for viewers.
Questions will not be answered before week 31 due to staff holidays.

Requirement: The tenderers shall have their tax and VAT payments in order. Documentation: Tax Certificate, issued by Altinn, the Tax office or the Tax Collection Office. The certificate shall not be issued more than 6 months prior to the tender deadline. Foreign tenderers are to provide certificates from corresponding authorities in the countries where they are registered for tax. If the authorities in the respective countries do not issue such authorisation, the tenderer must present a self-declaration regarding whether there are arrears on taxes and if so, the amount of these. The self declaration must be signed.

Requirements: The tenderer shall be a legally established company. Documentation: Company Registration Certificate, which has been issued no more than 6 months before the tender deadline. Confirmation of registration in a trade or business register as prescribed by the law of the country in which the supplier is established (applies to foreign companies).

Økonomisk og finansiell stilling:

Requirements: The company's solidity. The tenderer must have sufficient economic and financial capacity to complete the contract. (N.B.: Experience has shown that this qualification requirement creates problems in some competitions. A thorough assessment ought to be made, therefore, of whether it is necessary in this case to use the solidity requirement. Is it a branch where many actors are struggling financially, is it a critical procurement, etc. It will often be appropriate to check the financial conditions in the branch before deciding whether the requirement shall be set). Documentation: Tenderers can document their economic/financial standing in the following ways: — Credit rating report form a company that has a licence from the Data Inspectorate to operate credit information activities in Norway, or from companies with equivalent certification in a member country in the EU/EEA. The credit rating report must be based on updated accounting information — The last year's Annual Financial Statement including the board's annual report and the auditor's statement. Recently established companies that cannot present approved annual accounts can submit the accounts that have been completed — Appropriate bank/parent company guarantees and/or relevant liability insurance. The Contracting Authority will regard bank/parent company guarantees or relevant liability insurance as suitable if these documents cover the Contracting Authority's financial risk where the tenderer does not have the financial or economic capacity to fulfil the contract. The Contracting Authority's financial risk means economic loss caused by non-fulfilment of the contract. Parent Companies providing guarantees must document that they themselves comply with the requirement for ‘the company's solidity’. The tenderer is free to provide other information that can be seen as relevant for the assessment of whether the company's solidity requirement is fulfilled. The Contracting Authority reserves the right to obtain credit rating reports. All the received and any obtained information will form the basis for an overall assessment of whether the qualification requirement is fulfilled.

Teknisk og faglig kapasitet:

Requirement: Experience from similar assignments. Tenderers are required to have relevant experience with the production and distribution of videos from meetings, conferences, etc. as described under the tab ‘requirements’. Documentation: Tenderers must complete the reference form, on the 3 most important relevant contracts in the last 3 years, including their scope (number of month-hours), value, time frame and the client or recipient.

Requirement: Procedures for environmental management. The assignment requires tenderers who have procedures and systems that ensure that the execution of the delivery has a low environmental impact. Documentation: Description of the company's procedures and systems for ensuring low environmental impact when carrying out the delivery. If the company has environmental certification or ISO 14001:2004 (or a more recent version) or equivalent third party verified systems, such a certificate will be accepted as documentation for fulfilment of the qualification requirement.

Requirements for quality management. The assignment requires tenderers who have systems for quality management and effective flows of goods. Documentation (to be provided in the following ways): Description of the company's procedures regarding quality management, with emphasis on quality assurance, resource management, managements' responsibility, the manufacturing process and continual analysis and improvement. If the tenderer holds an ISO 9001:2008 certificate (or newer version), such a certificate will be accepted as documentation of compliance with the qualification requirement.
