The contract is for a new damage insurance contract for buildings owned by the municipality. The insurance contract shall cover damages resulting from fire, water, theft, vandalism and other sudden and unforeseen damage. The insurance shall, as a minimum, include comprehensive cover and the following types of damage:
Fire and soot damage
Lightning strikes
Explosion/implosion/soot damage
Electrical phenomen (not IT equipment)
Natural disaster
Breaks to water pipes and sewage pipes
Interruptions of other liquid/gas supply
Penetrating surface water
Other penetration of liquid/gas
Discharge of liquid
Burglary
External and internal vandalism, including vandalism from burglary, glass in external panes and water damage resulting from burglary.
The insurance shall also cover cumulative risk where relevant, for example, several buildings that are insured in this insurance are in the same block and can be lost in the same event, e.g. from a large fire.
Municipal housing and buildings managed by the Water and Sewage Department shall have an excess of 500 000 NOK. All other buildings shall have an excess of 30 000 000 ΝΟΚ. This is clarified in the annex 4A of the contract.

The framework agreement is for all buildings owned by Bergen municipality. In addition there shall be a subsidiary insurance for sections that are co-owned. When the contract is signed it will include approx. 240 buildings used for education purposes, approx. 70 buildings used for nurseries, approx. 50 buildings used for health purposes, approx. 15 administration buildings, approx. 75 sports buildings, approx. 55 arts buildings, eight fire stations, approx. 20 buildings connected to parks etc., approx. 60 rented buildings, approx. 25 children parks, one asylum reception centre, approx. 520 municipal owned flats, approx. 30 flats in co-ownership and 5 sewage treatment facilities.

Requirements: The tenderer should have his tax payments in order. Tenderers shall have their tax and VAT payments in order. Documentation: Tax C and VAT certificate, issued by Altinn, the Tax office or the Tax Collection Office. The certificate shall not be issued more than 6 months prior to the tender deadline. Foreign tenderers are to provide certificates from corresponding authorities in the countries where they are registered for tax. If the authorities in the respective countries do not issue such authorisation, the tenderer must present a self-declaration regarding whether there are arrears on taxes and if so, the amount of these. The self declaration must be signed.

Requirements: The tenderer shall be a legally established company. Documentation: Company Registration Certificate, which has been issued no more than 6 months before the tender deadline. Confirmation of registration in a trade or business register as prescribed by the law of the country in which the supplier is established (applies to foreign companies).

Requirement: The company's solidity. Tenderers must have sufficient economical and financial capacity to complete the contract. Due to limitations for drawings in the Mercell system, the documentation requirement for ‘the company's solidity’ is under the section ‘Minimum standard levels required’.

Tenderers can document their economic/financial capacity in 1 of the following ways:
— Credit rating report from a company that has a licence from the Norwegian Data Protection Authority to operate a credit information company in Norway, possibly from a company with equivalent certification in a member country in the EU/EEA. The credit rating report must be based on updated accounting information.

— Last year's approved Annual Financial Statement including the board's annual report and the auditor's statement. Recently established companies that cannot present approved annual accounts can submit the accounts that have been completed.
— Appropriate bank/parent company guarantees and/or relevant liability insurance. The Contracting Authority will regard bank/parent company guarantees or relevant liability insurance as suitable if these documents cover the Contracting Authority's financial risk where the tenderer does not have the financial or economic capacity to fulfil the contract. The Contracting Authority's financial risk means economic loss caused by non fulfilment of the contract. Parent Companies providing guarantees must document that they themselves comply with the requirement for ‘the company's solidity’.

The tenderer is free to provide other information that can be seen as relevant for the assessment of whether the company's solidity requirement is fulfilled.
The Contracting Authority reserves the right to obtain credit rating reports.
All the received and any obtained information will form the basis for an overall assessment of whether the qualification requirement is fulfilled.
If the tenderer uses other companies to be qualified.
If a tenderer will use other companies to be qualified in regard to the Contracting Authority's qualification requirements, tenderer must document for the Contracting Authority that the tenderer will have control of the necessary resources, for example by submitting a commitment statement about this from the companies.

For a company supporting the tenderer's fulfilment of the qualification requirements, such documentation must be submitted as required in the relevant qualification requirement.
Teknisk og faglig kapasitet:
Requirement: The contracting authority requires that tenderers have certification/concession from the Financial Supervisory Authority of Norway for operating an insurance company in an EU/EEA country and have sent notification to the Financial Supervisory Authority of Norway that they will operate such a company in Norway. The certification/concession must cover the relevant insurance. Documentation: Concession from a government authority to provide non-life insurance for buildings and property in Norway, or permission to operate an insurance company within non-life insurance for buildings and property in an EU/EEA country with notification to the Financial Supervisory Authority of Norway.

Requirement: Experience from similar assignments. Suppliers are required to have good experience from similar contracts. Documentation: Tenderers must complete annex 5 — Reference Form, on the 3 most important relevant contracts in the last 3 years, including their scope, value, time frame and the contracting authority or recipient.
