Ecosystem monitoring in freshwaters 2017-2020

The monitoring program Ecosystem monitoring in freshwaters (ECOFRESH (= ØKOFERSK)) is a continuation of the three former programs ‘Ecosystem monitoring in freshwaters’ part I, II and III. The program covers both surveillance monitoring in reference lakes in accordance with the Water Framework Directive, and chemical and biological monitoring in a fixed network of acid sensitive lakes. The program is now divided into 6 subprograms, 5 of them geographically divided programs: ØKOFERSK Nord (=North), ØKOFERSK Midt (=Mid), ØKOFERSK Vest (=West), ØKOFERSK Sør (=South) and ØKOFERSK Øst (=East), in addition to a subprogram for monitoring of chemical effects of acidification: ØKOFERSK Sur (=acid).

This announcement has been made subject to the Norwegian Parliament‘s budget decision and the Ministry of Climate and the Environment’s budget award in the National Budget for 2017-2020. If the budget framework is reduced and is insufficient to carry out the basic programme as described in this tender documentation, we will either have to reduce the scope of the programme that has been announced or not implement it.

Requirement: The tenderer must be a legally established company.
Documentation: Company registration certificate.
Requirement: The supplier shall have satisfactory affairs regarding payment of tax and VAT.

Økonomisk og finansiell stilling:
The tenderer must have the financial capacity to implement the assignment/contract.
Documentation requirement: Credit assessment/ rating based on the most recent financial figures. The rating shall be carried out by an officially certified credit rating institution.
Teknisk og faglig kapasitet:
Requirement: The tenderer shall have sufficient implementation ability and capacity.
Documentation requirement: Statements on the tenderer‘s average workforce over the last three years and for material or technical equipment that the tenderer has at their disposition for the execution of the contract/assignment.
Requirement: A commitment statement from sub-suppliers.
Documentation requirement: A tenderer can, for a particular contract, where suitable, rely on other companies' capacity, independent of the legal nature of the connection between them. Requirement: The tenderer shall have an operative quality assurance system which functions as intended. Tenderers who shall carry out chemical analyses shall have a general accreditation in accordance with ISO/IEC 17025. If a tenderer will use sub-suppliers, the points below apply equally to them.

— Brief description of the tenderer‘s quality assurance system. The description must state which methods/standards the system is based on and the quality certifications held. Max. one A4 page.
— Accreditation certificate showing that the tenderer is accredited by Norsk Akkreditering or another national accreditation body that has signed multilateral agreements within the European Accreditation (EA) and/or the International Laboratory Accreditation Cooperation (ILAC) for accreditation of laboratories in regards to ISO/IEC 17025.
