The work's nature and extent.
The assignment includes operation and maintenance assignments related to electrical installations, with function responsibilities for some of the assignments on national roads, including foot/bicycle paths and on county roads, including foot/bicycle paths with accompanying sub-plants, side areas, equipment and installations in Sunnmøre and in accordance with list of objects given in chapter D2-V. The geographical area covered by the contract is indicated in chapter D2-S01.
The work will be settled by round sum for round sum processes, in accordance with amounts and unit prices for other processes such as day-work in accordance with the hourly rates for crew and machines.
The contract will be valid between 1.1.2017 — 31.12.2021 for all the assignments that have been
described.
The builder has the option to prolong the contract for 12 months, from 1.1.2022 until 31.12.2022.
The most important systems and installations that are covered by the assignment consist, among others, of:
Number of tunnels with electrical systems: 49;
Number of traffic signal systems: 13;
Number of weather stations: 9;
Number of traffic counting points: 56;
Number of automatic traffic control points: 9;
Number of variable signs -real time signs: 45;
Number of bridges/underpasses with electrical systems: 25;
Number of light points along the road in the open air: 1952;
Number of distribution cupboards street lights: 33;
Number of buildings-waiting rooms/sanitary rooms: 3.
The assignment includes, amongst a. inspection, function testing and internal control as well as periodical works, repair of damage and replacement/installation of objects. The assignment also includes registration, planning of the work, contingency, documentation, reporting to the builder and handling of other assignments that are necessary for the operation and maintenance of electrical installations on the road network.

Juridisk, økonomisk, finansiell og teknisk informasjon
Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tax certificates.
Tax and VAT certificates, not older than six months, shall be enclosed with the tender. Cf. the Public Procurement Regulations § 8-7, possibly § 17-14.
Working partnerships.
If the tenderer is a working partnership (supplier consortium), a declaration of joint and several liability to the builder and third-parties must be enclosed with the tender.
Furthermore, a statement should be given for the business form and the composition of the working partnership, including the participants' organisation numbers.
Tenderers must make sure to substantiate how the competence requirements shall be met by the participants. Furthermore, each individual participating company in the working partnership must provide information on their company, as is required in the tender documentation. Working partnerships will be assessed collectively for all eligibility requirements, except HSE and own equity. Each participant will be individually evaluated for HSE and equity.

Systematic HSE work.
Tenderers shall have a system and routines that ensure that the HSE work is operated in a systematic manner in accordance with the internal control regulations.
Documentation requirement:
Information about systems and routines shall be enclosed with the tender. Cf. chapter E2, point 4.2.1.
4.2.2 Accident frequency (H1-value)
If the tenderer is a working partnership (supplier group), the requirements apply for each of the participants.
The H1-value is defined as the number of work accidents with absence in relation to the hours worked multiplied by 106.
The average H1-value for the last three years should be lower than 10. Cf. chapter E2, point 4.2.2, form E2-4.2.2.
If the H1-value is higher than this, an account shall be given of the developing trend for the H1-value and possibly the F-value, which will express the severity of any high H1-value. Furthermore, a report on whether improvement measures are implemented, and if so, also documentation on the effectiveness of these, should accompany the tender.

Organisation.
The organisation of the execution of the contract is required to be sufficiently staffed and the tenderer shall have the capacity and ability to deal with unforeseen circumstances during the contract period.

Equity. Solvency
Tenderers are required to have positive equity. If the tenderer is a working partnership (supplier consortium), the requirements apply for each of the participants.
Documentation requirement:
Documentation of equity is to be submitted the tender. Cf. chapter E2, point 4.3.1, form E2-4.3.1.
Documentation of any significant changes to the tenderer's equity and solvency compared to the last accounts audit must accompany the tender.
Teknisk og faglig kapasitet:
Experience.
Tenderers who are recently established companies and consequently, cannot submit references, must be particularly careful to demonstrate that they have the ability to carry out the contract. The tenderer shall report their company formation and employee expertise. Planned organisation for the assignment and CV s for the key personnel in the project organisation are extremely important. This also applies for companies that merge or are acquired by another company during the tendering process.

4.1.1 Experience from similar works Reference projects.
The tenderer shall have experience from work of the same nature and degree of difficulty.
Documentation requirement:
Information on such shall be attached with the tender. Cf. chapter E2, point 4.1.1, form E2-4.1.1.
Where the tenderer is dependent on a sub contractor in order to be qualified, the tenderer must document for the contracting authority that the tenderer will have authority over the required resources. This can be documented by the tenderer presenting a mutual statement of liability, or equivalent.

NPRA and other builders' experiences with the tenderer will be appraised
The tenderer is required to show references to relevant contracts that they themselves have carried out in a satisfactory manner.
Conditions which will be evaluated are related to, a.:
— documentation of completed quality;
— fulfilment of contracts;
— compliance with provisions and procedures for HSE;
— compliance with provisions for wages and working conditions;
— observance of deadlines;
— follow up during the warranty/claims period.
Information about contracts the tenderer has had in the last few years, with names of references at the contracting authority, shall accompany the tender. Cf. chapter E2, point 4.1.2, form E2-4.1.2.
Any assessment forms from previously completed contracts can also be included in the basis for the evaluation.
Implementation ability.
There will be an overall assessment for the requirements imposed under this criteria feasibility.
4.4.1 Tenderer's revenue.
The tenderer's annual average turnover should be at least as large as the annual revenues the contract will generate.
Documentation of turnover for the last three years should be submitted the tender. Cf. chapter E2, point 4.4.1, form E2-4.4.1.
4.4.2 Key personnel expertise.
Technical and professional competency and relevant experience is required of the key personnel who will be engaged in this assignment.
Competence and experience must be documented. Cf. chapter E2, point 4.4.2, form E2-4.4.2.
