E-training — content production

Norsk Tipping AS

Norsk Tipping, henceforth referred to as NT, shall enter into a new agreement for consultancy services for facilitating, revising and production of e-Training. The target groups are i.a. NT's employees, customers and joint venture partners.
The agreement shall cover NT's current and future requirements for e-Training of:
— Operators at the agents, local owners and chains;
— Internal training in:
i. Responsible gaming (to comply with the certification requirements from WLA and EL);
ii. Security;
iii. Other + new requirements.
The list is not exhaustive.
All e-Training systems shall be able to run on NT's platform. The productions shall be transferable to a possibly new platform.
New e-Training or elements of ready productions shall also be publishable on other channels such as e.g. mobile and web.

I. Tenderers shall have their tax and VAT payments in order:

Documentation requirement:

— Norwegian companies: Tax certificate for tax and VAT.

Tax and VAT certificate is delivered by the Tax Administration and can be ordered through Altinn.

— Foreign companies: Must provide certificates from equivalent authorities to the Norwegian ones. If the tenderer's authority do not issue these documents, the tenderer shall enclose a statement verifying payment of taxes and VAT. The statement shall be confirmed and signed by the company's Chief Financial Director and auditor. The certificate must be presented before the tender deadline and must not be older than 6 months from the tender deadline.

II. The tenderer shall document that the enterprise is legally established:

— Norwegian companies: Company Registration Certificate;

— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.

III. Satisfactory finances are required:

Documentation requirement:

— Income statement and balance with notes, as well as annual reports and the auditor's report for the recent 2 years;

— Credit assessment/rating, not older than 6 months from the tender deadline;

— The last available quarterly accounts with the balance for the current year, if it is more than 6 months since the last annual accounts;

— Any other information of relevance to the company's fiscal figures.

Teknisk og faglig kapasitet:

IV. The tenderer shall have experience from a minimum of 3 similar assignments during the last 3 years.

Documentation requirement:

The tenderer shall collect complete attestations: Annex II, from 3 of the contracting authorities/clients where equivalent assignments/agreements have been implemented during the previous 3 years.

Equivalent assignments are defined as e-Training that also includes i.a. product training.

The attestations shall:

— Substantiate the tenderer's experience as a response to this qualification requirement. The tenderer is responsible for referring to relevant assignments;

— Form a foundation for quality assessment and implementation stated in the contract award criteria.

NT reserves the right to address some of these references in accordance with requirements.

V. The tenderer shall have sufficient capacity and execution capabilities:

Short description of:

— The provider's organisation;

— Average workforce in the last 3 years;

— Any tools, systems or technical equipment that the tenderer will use for fulfilling the contract/assignment.

Sub-providers involved in parts of this assignment must be stated and approved by NT. Description of the cooperation with the sub-providers shall be presented, in accordance to chapter 2.9 in the tender documentation.

CVs are not requested for this qualification requirement.

VI. A good and well-functioning quality assurance system is required for the services that will be provided.

Statement regarding the tenderer's quality assurance system/management system; or

A copy of the system certificate issued by an accredited certification body or equivalent documentation.
