Disassembly and assembly of ticket machines and real time equipment

Kolumbus announces, via this competition, a competition for the disassembly and assembly of ticket machines and real time equipment in scheduled buses. The assignment shall be carried out in the period from approx. June 2016 — approx. the end of August 2016.
On 1.7.2016 new operators shall take over responsibility for public transport by bus in South Rogaland and it is in this connection that Kolumbus needs to procure the service of removing ticket machines and real time equipment, hereafter called the equipment, from the buses that are currently in use and then assemble the equipment in buses provided by the new operators.
It is an absolute requirement that the disassembly of the equipment in the current buses is carried out before 14.7.2016. After this date Kolumbus will not have the right to use the buses in accordance with the contract with the current operator. Tenderers must set aside sufficient resources to keep the above mentioned deadline. The assignment is for approx. 328 buses, which shall be taken out of traffic and approx. 291 new buses, which shall be used from 1.7.2016.
The price shall be given under the tab sheet ‘Evaluation — products’, this shall be the total costs per bus. To the degree that the disassembly and assembly of the equipment must be carried out at other locations than those stated in the Requirement Specifications point 3, travel costs will be covered in accordance with the Government's rates from the nearest agreed location to the new location.

K 01 Tax and VAT certificate — Requirement: It is a requirement that tenderers do not have significant tax or VAT arrears, or an approved repayment plan exists. Documented by: Tax certificate. The certificate must not be more than 6 months old from the deadline for receipt of the application. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-providers, tax certificates must be provided for them as well. Foreign tenderers can fulfil the requirement in accordance with the provisions in the public procurement regulations § 20-12 (3).

K 02 Company Registration Certificate — Requirement: The tenderer must be a legally established company. Documentation: Company Registration Certificate or equivalent from the tenderer's home country.

K 03 HSE self-declaration — Requirement: The tenderers shall vouch for the company working systematically to comply with the health, environment and safety legislation and that they comply with the internal control regulations. The tenderer must also confirm that the company is legally organised in relation to applicable tax and working environment regulations for employees' professional and social rights, and shall accept that the contracting authority has the right to review and verify the company's system for safeguarding health, safety and environment. Documentation: A signed HSE self-declaration.

Økonomisk og finansiell stilling:

K 04 — Credit rating — Requirement: The tenderer shall have the financial ability to fulfil the contract. Documentation: The contracting authority will obtain a credit rating from Bisnode. Tenderers must, at a minimum, achieve the rating ‘credit worthy’. The tenderer is expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's financial situation. If the tenderer knows that the requirement regarding the financial capacity to carry out the contract cannot be met via the credit rating as specified above, the tenderer can submit other documentation with the tender that confirms a satisfactory financial capacity.

Teknisk og faglig kapasitet:

K 05-01 Tenderers shall have sufficient implementation ability and capacity. Documentation requirement: The company's most important deliveries over the last 3 years, including their value, time frame and recipient. The relevance for this assignment ought to be included in list. The references will be contacted if necessary. K-05- 2 Tenderers shall be, or willing to be, certified by FARA for the disassembly and assembly of ticket machines. Documentation requirement: Tenderers are to state whether certification has been given, or when a course in FARA shall be completed. K-05-3 Tenderers who shall disassemble and assemble real time equipment must be low voltage electricians. Documentation requirement: Tenderers shall enclose CVs for electricians with competence in low voltage who will be used for this assignment.
