Procurement of dental equipment.
The items requested are specified under the attachment for ‘Partial Deliveries’. The assignment is divided into 5 groups, and it is possible to submit a tender offer on one or more groups. The tenderer must give an offer on all of the products in each group, and shall also be able to offer any extra equipment and accessories that naturally belong to each of the product groups, but that are not listed in the product lists. This means that the groups are evaluated individually and that the Contracting Authority may enter into contract with more than one tenderer.
The products that the Contracting Authority is requested offers on shall meet all requirements set by the Contracting Authority in the requirement specification. The requirement must be met if the tender offer can be considered and the documentation that the requirements are met shall be attached to the tender offer.

Treatment chairs:— Treatment chairs that can be adjusts to persons of all ages. set in different positions and have good support for both children and adults. The dental chair shall have soft upholstering and be comfortable to lie in for all types of patients, and should tolerate heavy patients (up to 150 kg). The surface shall have the necessary friction so that one can lie stable and dependably and shall be equipped with adjustable armrests. The chair should be equipped with armrests and a cover which tolerate soap washing and alcohol wipes. It should have opportunities for automatic tuning and a stop button. The armrests should be able to be moved out of the way in an easy manner.

Treatment chairs:

Dental x-ray devices:— Wall mounted, ceiling mounted and unmounted x-ray devices must be offered.— The device shall be connected to the power grid with voltage 230/400 v.— The equipment must give low radiation doses and good radiation protection for patients and personnel. There should be an audible warning of exposure. The device shall be delivered with long rectangular cones and be usable both on children and adults.— All surface should be easily cleaned and disinfected. There should be minimum unhygienic openings in the surfaces. All surfaces should tolerate surface disinfection.— The x-ray equipment should be ergonomically good. The arms must be easy to move and at the same time be sturdy, precise and not move after the position is set.— The control panel shall be fastened to the wall and with control of the exposure time. Electronic clock with control of variable kilo voltage and current strength. Set exposure time must match the actual exposure time.

Tax certificate Tax and VAT — Requirement: The tenderer shall have their affairs in order in relation to payment of Taxes. Documented by: A certificate for Tax and VAT. The certificate must not be more than six months old when calculated from the deadline for submission of application. Any arrears or other irregularities must be justified. If the tenderer is planning to engage sub-suppliers, certificates for them must also be submitted. In Norway the certificates are issued by The Norwegian Tax Administration. Tenderers from other countries shall enclose equivalent certificates from the country where the tenderer is established.

Company Registration Certificate — Requirement: The tenderer must be a legally established company. Documentation: Norwegian companies: Company Registration Certificate. Foreign companies: Certificate verifying that the company is registered in a trade index or a Register of Business Enterprises, as required by the country where the tenderer is established.

Økonomisk og finansiell stilling:

Annual accounts — Requirement: The tenderer must have the financial capacity to implement the assignment. Documentation: Annual accounts, including the board's annual report and auditor's report.

Credit appraisal — Requirement: The tenderer must have the sufficient financial capacity to implement the assignment. Documentation: Credit appraisal/rating, not older than six months, which is based on the last known accounting figures. The rating must be carried out by a publicly approved credit rating institution.

Teknisk og faglig kapasitet:

Experience — Requirement: The tenderer shall have experience from a minimum of three similar assignments during the last 3 years. Here, ‘similar assignments’ means assignments for large government organisations. Documentation: Description of the tenderer's three most relevant assignments during the last 3 years. The description must include a statement of the contract's value, date and recipient (name, telephone number and e-mail address). The tenderers must substantiate the assignments' relevance through the description.

Manpower and equipment — Requirement: The tenderer shall have sufficient implementation ability and capacity. Documentation: A statement of the tenderer's average workforce during the last 3 years and the equipment, machinery, tools, material or technical equipment that are available to the tenderer in connection with implementation of the agreement/assignment.

Quality assurance system/management system — Requirement: The services that are to be provided must have a good and well-functioning quality assurance system. Documentation: A statement regarding the tenderer's quality assurance system/quality management system or a copy of the system certificate issued by accredited certification bodies, or similar documentation.

Social Contract Terms: Requirement: Quality assurance system shall ensure that the tenderer is suited to meet the social contract terms (see ‘General contract terms point 7.5.1’ and the attached form ‘Qualification Requirements — social contract terms’) Documented by: Attached form (Qualification requirement — social contract terms) shall be answered with the requested documentation.

A report on the tenderer's environmental competence and procedures that document that the requirement is met regarding environmental conditions. If this is described in the organisation's quality or environmental management system in accordance with ISO 9001, and ISO 14001, or other third party verified systems, it is sufficient to submit a copy of the current certificate.
