The contracting authority shall procure a framework agreement for electricity. This is to include physical delivery and portfolio management. The delivery also includes electricity to municipal street lights.
The procurement has an annual power volume of approx. 107 GWH and includes approx. 1 150 measuring points.
The stated scope is estimates based on consumption statistics. No guarantee is given for any of the estimates that are given in the tender documentation, nor the estimates.

Beskrivelse av opsjoner:

— Tenderers shall be able to offer electricity with a guarantee of origin from renewable sources in accordance with annex 1 point 2.6.1;

— Until Elhubs is in operation, the tenderer shall, for the participants who want it, make consumption values available in accordance with annexes 2.6.2;

— When Elhubs is in operation, the equivalent data shall be sent, based on the documented full cost in accordance with annex 1 point 2.6.2;

— Nordre Land municipality shall have an option to join the framework agreement in accordance with annex 1 point 2.6.3.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Tax and VAT certificate. Requirement: Tenderer must have submitted their tax, employer contributions and VAT assignments. Documented by: Tax and VAT certificate. The certificate must not be more than 6 months old from the deadline for submitting the application. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-providers, tax certificates must be provided for them as well.

Company Registration Certificate — Requirement: Tenderers should be a legally established company. Documentation: Company Registration Certificate or equivalent from the tenderer's home country.

Økonomisk og finansiell stilling:

Solidity Requirement: The tenderer shall have sufficient economic and financial solidity to be able to implement the contractual obligations. Documentation requirement: Tenderers must submit Annual Financial Statement for the last 2 financial years, as well as the auditor's reports. Tenderer is requested to account for any necessary conditions (for example deficit and low equity to assets ratio, etc.). Credit rating, carried out by a publicly approved credit rating institution, confirming that the tenderer is credit worthy. The credit rating shall not be older than 6 months from the deadline for receipt of tenders and it shall be based on the last known accounting figures. If for valid reasons the tenderer is unable to submit the documentation as requested by the Contracting Authority, the tenderer may prove their economic and financial standing with any other document that the Contracting Authority is able to accept.

Teknisk og faglig kapasitet:

Tenderers must have good experience and good references from equivalent contracts/assignments (size and complexity). Documentation requirement: List of the most important deliveries in Norway in the last 3 years, including information on the value, date and reference (name, telephone number and email address). The deliveries shall include portfolio management.

Contractual relationship to Nasdaq OMX Nordic electricity: The Contracting Authority shall not have any direct relationship with Nasdaq OMX Nordic electricity, and the tenderer shall therefore be in a position to carry out financial and physical trade on Nasdaq OMX Nordic electricity. Documentation requirement: Copy of distributive license and documentation of tenderer's contractual relationship to Nasdaq OMX Nordic electricity.

Minste nivå(er) av standarder: At least 3 years experience with portfolio management for equivalent customers.
