Delivery and installation of broadcasting installations for DAB in road tunnels in the Mid Region

The contracting authority would like tenders for the delivery, assembly, connection, testing and commissioning of certified radio equipment for broadcasting in road tunnels. The contract also includes maintenance and monitoring for 4 years from the hand-over. The contract also includes the disassembly of existing radio equipment for FM and VHF.

1. Tunnels in the option can be ordered individually with a delivery time of maximum 120 calendar days after an order is placed. The contract's prices shall, according to the tender form, apply until 1.1.2018, with a price regulation in accordance with the contract's point C.2.4.2. Whether the tunnels in the ‘OPTION’ are ordered depends on the financial grants from Møre og Romsdal county.

2. Processes in the option:

D.6.1 Option: Intrusion from the emergency control panel

Delivery of equipment for intrusion assembled in the emergency control panel. The equipment shall include switches for activating intrusion and a microphone for reading messages.

The equipment shall be connected to TRS via a single mode fibre, 1.

Alternatively, intrusion can occur from an emergency telephone assembled in the emergency control panel.

There will be intrusion from each end of the tunnel.

Costs are to be stated as pcs. per tunnel installation D.12.2. Unit: pcs.

D.6.2 Option: FM channels

FM channels shall be offered as an option with a minimum of four channels.

Costs are to be stated per pcs. per tunnel installation D.12.2. Unit: pcs.

D.6.3 Option: Monitoring TRS (applies for six years — from year 5 to year 10).

Equipment and services for continual monitoring of TRS shall be offered as an option. Tenderers shall provide a good description of the offered service. See the requirements in D.2.1.

Paid with 1/6 per annum in arrears. Regulated annually, cf. C.2.4.2

The cost (for all 6 years) is to be stated per pcs. per tunnel installation in D.12.2. Unit: Pcs.

D.6.4 Option: Operation of TRS (applies for six years — from year 5 to year 10).

Services shall be offered as an option for operating TRS. Tenderers shall provide a good description of the offered service. This option involves complete responsibility for the operation and maintenance of TRS on the same terms as the description in D.2.3 — excluding monitoring priced in D6.3.

The cost (for all 6 years) is to be stated per pcs. per tunnel installation in D.12.2. Unit: pcs.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

1. Tenderers shall enclose a tax and VAT certificate. The certificate shall be as new as possible and not older than six months calculated from the tender deadline.

2. Working partnership. If the tenderer is a working partnership, a declaration of joint and several liability to the builder and third parties must be enclosed with the tender. Furthermore, each individual participating company in the working partnership must provide information on their company, as is required in the tender documentation. Working partnerships will be assessed collectively for all the qualification requirements.

— The Annual Financial Statements for the last 3 fiscal years which includes the Board's report, income statement, balance sheet, notes, and audit report shall be enclosed with the tender.

— Tenderers shall have the requisite economic foundation necessary to execute the contract.

Teknisk og faglig kapasitet:

— A list of the most important deliveries or services performed in the last 3 years, including information on the value, date, and the name of the customer, as well as a contact person and e-mail address and telephone number for the contact person, shall be enclosed with the tender.

— A copy of registration, or confirmation that the company is registered at the Norwegian Communications Authority shall be enclosed with the tender.

A copy of authorisation from the Norwegian Communications Authority is to be enclosed with the tender.

— The service provider shall have carried out contracts of a similar nature, complexity / degree of difficulty and scope/size.

— The tenderer shall be registered with Norwegian Communications Authority, cf. provisions given in PPR 2002-03-15 no. 276: Regulations on the registration and requirement for introduction and turnover of radio tele-terminals and network equipment.

The tenderer shall hold authorisation from the Norwegian Communications Authority, cf. the provisions given in PPR: 20111-12-07 no 1206. Regulation on Authorisation for the company that will carry out the installation and maintenance of electronic communication networks (the Authorisation Regulations).
