The Norwegian Institute of Public Health

The tenderer shall register water consumption and occurrences of gastroenteritus in a selection of the Norwegian population over the course of one year via a telephone interview (recruitment), web questionnaire and a monthly SMS questionnaire.
The aim of the study is to get a better general picture of how drinking water contributes to illness in Norway. Better knowledge of the extent and reasons for infections spreading through drinking water can give a basis for prioritising disease preventive measures in the water supply systems.

The contracting authority has an option for additional services connected to the provision of the service. These can, for example, include further calls to participants or sending further questionnaires by email. Any additional services will be remunerated per hour.

Requirement:

The tenderer shall have the tax, payroll tax and VAT payments in order.

Documentation requirement:

Certificate for tax and VAT. The certificate shall not be more than 6 months from the tender deadline. The certificate can be obtained electronically in Altinn. For further information, see Skatteetaten.no

For foreign tenderers:

Foreign tenderers must submit equivalent certificates from the country of origin, that substantiate that payment of taxes and duties is in order. If the authorities in the relevant country do not issue such certificates, the tenderer shall submit a statement which verifies that all taxes and duties have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

Økonomisk og finansiell stilling:

— A credit assessment that is not more than six months from the tender deadline, from an approved credit rating institution. The credit rating must contain key figures from the company's last 2 financial years; or

— The tenderer can instead choose to attach annual financial statements from the last two years. These must contain notes, the board's report and auditor's report.

Minste nivå(er) av standarder:

The tenderer must have sufficient economic and financial capacity to be able to fulfil the contract.

Teknisk og faglig kapasitet:

1. List with overview of corresponding deliveries the previous 3 years. The list shall as a minimum contain:

— Name of the client;

— Contract value and scope;

— Date of the assignment;

— A brief description of the delivery.

2. A description of the tenderer's personnel who will be available for providing the service and a description of their competence.

3. A concise description shall be given of the overall quality assurance system that the tenderer will use for this contract.

In addition tenderers shall submit:

Either: the company's quality assurance system issued by independent bodies which certify that the tenderer fulfils certain quality assurance standards, for example ISO 9001.

Or: Instead of a certificate, other verifiable quality control systems are acceptable where relevant procedures, certificates and deviation/ improvement work emerges.

Minste nivå(er) av standarder:

1. Tenderers shall have experience from equivalent deliveries.

2. Tenderers must have sufficient capacity and competence to provide the service.

3. Tenderers shall have a good and relevant quality assurance system for this type of delivery.
