D61-02 Framework agreement for land acquisition services

Hordaland Fylkeskommune v/Bybanen Utbygging (Hordaland County, c/o the Light Rail Development)

Hordaland County, c/o the Light Rail Development, is in charge of the development of the Light Rail in Bergen. Framework agreements for hourly services for land acquisition services shall be established. The framework agreements shall ensure the Light Rail Development access to additional human resources, in addition to the always available internal resources.
The selected provider shall assist the Light Rail Development with implementation of land acquisitions for the approved light rail line.
Land consolidation competence is required for the contact with land owners and affected parties for procurement and disposal of real properties.
The assignments are further defined in the work description.

Requirement:
The tenderer must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).
Documentation requirement:
Tax Certificates which are not older than 6 months from the qualification deadline. A Tax Certificate is defined as:
For Norwegian tenderers:
— A tax and VAT certificate issued by the tax collection office.
For foreign tenderers:
— Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties. If the authorities in the relevant country do not issue these certificates, the tenderer should submit a statement which states that all taxes and duties have been paid. The statement shall be approved and signed by the tenderer's Financial Director/ person responsible for finance.

The interested party shall document that the enterprise is legally established.
Norwegian tenderers:
— Company Registration Certificate.
Foreign tenderers:
— Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
Tenderers shall follow the 8 fundamental ILO conventions and there shall be continual systematic work to ensure that the company's sub-suppliers comply with the requirements.
A signed self-declaration — The 8 fundamental ILO conventions (the template in annex 4 can be used).
The tenderer must have good conduct.
Service providers shall confirm in a self-declaration that the requirements in Annex 2 are fulfilled, cf. FOA (FOA § 20-12).
Økonomisk og finansiell stilling:
Requirement:
Tenderers shall have sufficient financial strength to comply with the contractual obligations.
Documentation requirement:
The tenderer's annual accounts including notes with the Board's and the auditor's reports from the last 2 years. Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity. The contracting authority reserves the right to carry out a credit assessment from the credit rating company Experian.

Teknisk og faglig kapasitet:
Requirement:
Relevant experience from similar assignments/contracts.
Documentation requirement:
Description of the company's most important relevant deliveries in the last 3 years. The attached template shall be used (Annex 6). The reference description must include sufficient information to assess the relevance for this assignment.
The contracting authority shall be able to contact the reference person.
If significant parts of the delivery will be carried out by sub suppliers, an equivalent overview of relevant references shall be enclosed for the sub suppliers in question.
