Hordaland Fylkeskommune v/Bybanen Utbygging (Hordaland County, c/o the Light Rail Development)

Hordaland County, c/o the Light Rail Development, is in charge of the development of the Light Rail in Bergen. We therefore requests tenders for the following:
A construction project that includes reception, sea transport, laying and compacting filling areas in Store Lungegårds Lake.
The filling works shall be executed from 2-3 areas surrounding Store Lungegårds Lake, expected through filling materials from barges and directly from vehicles. The filling in total will be below surface and is not expected to be higher than contour line-4.
The volume is estimated to 553 000 pam3. The volume must be considered as an estimate and may change considerably.

Requirement:
The tenderer must have their affairs in order with respect to the payment of tax, employer contribution and value added tax (VAT).
Documentation requirement:
Tax Certificates which are not older than 6 months from the qualification deadline. A Tax Certificate is defined as:
For Norwegian tenderers:
— A tax and VAT certificate issued by the tax collection office.
For foreign tenderers:
— Foreign tenderers must submit equivalent certificates from their own country that show that they have an arrangement for the payment of taxes and duties. If the authorities in the relevant country do not issue these certificates, the tenderer should submit a statement which states that all taxes and duties have been paid. The statement shall be approved and signed by the tenderer's Financial Director/ person responsible for finance.

Foreign tenderers:
— Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
Tenderers shall follow the 8 fundamental ILO conventions and there shall be continual systematic work to ensure that the company's sub suppliers comply with the requirements.
A signed self-declaration. The 8 fundamental ILO conventions (the template in annex 4 can be used).
The tenderer must have good conduct.
Service providers shall confirm in a self-declaration that the requirements in Annex 2 are fulfilled, cf. FOA (FOA § 20-12).
Økonomisk og finansiell stilling:
Requirement:
Tenderers shall have sufficient financial strength to comply with the contractual obligations.
Documentation requirement:
The tenderer's annual accounts including notes with the Board's and the auditor's reports from the last 2 years.
Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.
The contracting authority reserves the right to carry out a credit assessment from the credit rating company Experian.
The above mentioned information shall also be provided for any parent company, where necessary. See the qualification documents point 3.8 for details.
Teknisk og faglig kapasitet:
Requirement:
Relevant experience from similar assignments/contracts.
Documentation requirement:
Description of the company's most important relevant deliveries in the last 5 years. The attached template shall be used (Annex 6). The reference description must include sufficient information to assess the relevance for this assignment.
The contracting authority shall be able to contact the reference person.
If significant parts of the delivery will be carried out by sub suppliers, an equivalent overview of relevant references shall be enclosed for the sub suppliers in question.
The tenderer shall have sufficient right to be responsible for the initiative.
Documentation that the company meets the requirements for the right to be responsible in the relevant development class.
Documentation showing that the company has the required central approvals for the right to be responsible in development classes and disciplines required for this assignment. If the Contractor cannot verify central approval, the Contractor must verify achievement of local approval for the right to be responsible in development classes and disciplines required for this assignment.
