The objective of the procurement is to equip the police with a customized DNA collection kit for human identification. The sampling kit shall contain everything necessary to collect buccal cell samples from victims/witnesses/suspects/accused/convicted. The kit shall be disposable, so that each kit is used to collect DNA samples from 1 person.

Requirement 1:
Tenderers shall document that all obligations relating to the payment of taxes and duties are fulfilled.
Documentation requirement 1:
— Tax certificate, joint certificate for tax and VAT, not more than 6 months old, calculated from the deadline for submission of tender offers. (The certificate, form RF-1316, can be ordered from the Tax Collector or The Norwegian Tax Administration, alternatively can be ordered and collected in Altinn).

— Foreign tenderers shall submit a self-declaration stating that obligations with regard to the payment of taxes and duties have been fulfilled in the country where the tenderer is established. Alternatively, documentation can be submitted from a public authority stating that the obligations are met.

Requirement 2:
Tenderer shall substantiate that the enterprise is legally established.
Documentation requirement 2:
— Norwegian companies: Company Registration Certificate.
— Foreign companies: Proof that the company is registered in a professional registry as determined by the law of the country where the tenderer is established.
The certificate should not be more than 12 months old.
Økonomisk og finansiell stilling:
Requirement 3:
Tenderers shall have the financial capacity to carry out the assignment/contract, this means a credit rating no lower than A (Dun & Bradstreet) or the equivalent.
Documentation requirement 3:
— Credit evaluation/rating from a credit assessment institution, not older than 6 months.
Requirement 4:
Tenderers shall have established connections with any sub suppliers/collaboration partners/agents and shall have the right of use of the offered resources during the contract period.
Documentation requirement 4:
— Tenderer shall document that they have control over the necessary resources, for example, by enclosing a commitment statement, that as a minimum ought to include: ‘X (sub-contractors/collaborating partners/agent) confirmation that Y (the tenderer) has an agreement or other legal basis that ensures that Y will have control over the resources for fulfilment of the contract with the contracting authority for the delivery of Customized DNA collection kit for human identification for the entire contract period, up to 4 years. Date and signed by X.’

Teknisk og faglig kapasitet:
Requirement 5:
The tenderer shall have experience from similar contracts.
Documentation requirement 5:
The tenderer must enclose a list of the most important deliveries during the past 3 years, including information about value, dates and recipient (name, telephone number and e-mail address).
References will be contacted if necessary.
The contracting authority's own, objective documented experience can be used on an equal basis with the other references.
Requirement 6:
Tenderers shall have a good and well functioning system for quality assurance/management.

Tenderers shall document their system for quality assurance/quality control.
If the tender is certified in accordance with internationally recognised standards for quality assurance/control, it is sufficient to attach a copy of the issued certificate.
If the tenderer is not certified, the quality system must be documented. The documentation shall — at a minimum — include procedures/routines:
— Handling deviations and claims;
— Approval of sub-suppliers.
