The assignment consists of alterations to county road 282 Bjørnstjerne Bjørnsonsgate in Drammen from a single carriageway to dual carriageway on the Tamburgata — Telthusgata stretch.
County road 282 Bjørnstjerne Bjørnsonsgate is a part of the access road from the E18 from the south to Drammen and a connection between the centre and the E134, E18 and county road 319.
The annual daily traffic count is approx. 24 000 vehicles/day. The road is characterised by capacity problems and problems with running public transport. The junctions are not satisfactory. This creates challenges for both motorists, public transport and pedestrians/cyclists.
The current road is of varying standards and width and it is bad for pedestrians and cyclists. The road shall be altered so that it appears as a uniform, green town street with a continuous foot/cycle path on both sides. Surface water shall be dealt with locally in the street and beds shall be established with perennial plants in the side verges.
County road 282 Bjørnstjerne Bjørnsonsgate is part of the school route for both the secondary school and sixth form college. Businesses along Bjørnstjerne Bjørnsonsgate have parking areas right by the road. There are 2 private accesses into Bjørnstjerne Bjørnsonsgate on the Tamburgata to Knoffs gate stretch.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
— Tax and VAT certificate, not older than six months from the deadline for receipt of tenders.
— Tenderers shall have a system and routines that ensure that the HSE work is operated in a systematic manner in accordance with the internal control regulations. Confirmation is to be given on the E5 Tender Form.
— The average H1-value for the last three years should be lower than 8. If the tenderer is a working partnership, the requirement applies for each participant.

— It is a requirement that the tenderer's equity is positive. If the tenderer is a working partnership (supplier consortium), the requirements apply for each of the participants. Documentation of equity is to be provided with the tender.
— The tenderer's annual average turnover should be at least as large as the annual revenues the contract will generate. Documentation of turnover for the last three years shall be enclosed with the tender.
Teknisk og faglig kapasitet:
— The tenderer shall have experience from work of the same nature and degree of difficulty. Information on such will be sent with the offer.
— Tenderers are required to refer to references for relevant contracts that they themselves have carried out in a satisfactory manner. Information on contracts that the tenderer has had in the last few years, with names of references at the contracting authority, shall be enclosed with the tender.
