Sola komune (Sola municipality)

Sola municipality intends to enter into a framework agreement for the provision of consultant
engineers, electro. The objective of the agreement is to ensure the contracting authority's continuous
requirements for consultancy related to minor projects. Larger projects where the
total budget frame exceeds 20 000 000 NOK the contracting authority reserves the right to
implement separate tender contests.
The framework agreements will be for one year, with an option for the contracting authority to
extend them for a further 1+1+1 years, total four years. The options will be
automatically taken up unless the contracting authority gives notification otherwise at the latest 3 months
before the contract or option year expires.
The agreement is expected to be initiated 2.9.2016.

The tenderer must be a legally established company.
Norwegian tenderers: Company Registration Certificate. Foreign tenderers: Documentation proving that the tenderer is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
If a tenderer will use other companies' capacity to qualify, the tenderer must document to the contracting authority that it will be able to use the necessary resources.
— A binding statement from the sub-provider(s) that will be used. The Business Register Number shall be stated.
In addition to the documentation that the supplier has submitted, the contracting authority can obtain credit information of participants and emphasise this.
Tenderers shall have their tax and VAT payments in order. — Tax and VAT certificate, not older than 6 months calculated from the tender deadline (https://www.altinn.no/no/Skjema-og-tjenester/Etater/Skatteetaten/Attestbestilling/
Økonomisk og finansiell stilling:
Tenderers shall have settled financial conditions and financial capacity to carry out the contract, and shall as a minimum achieve a rating as creditworthy or equivalent. — The contracting authority will obtain a credit appraisal from the credit and analysis company Experian. — If the tenderer knows that the requirement regarding the financial capacity to fulfil the contract cannot be met via the credit rating as specified above, the tenderer can submit other documentation with the tender that confirms a satisfactory financial capacity.
