Within the framework of an aggressive institution development program between Myanmar's ministry for electricity and energy (MOEE) and NVE, NVE wants to contract a consultant to assist MOEE with a review of the regulations for transmission and distribution networks. Assessment have been carried out of the discrepancies between the draft for new regulations and actual practice. These are presented in the reports ‘Gap analysis of implementation of the Myanmar Grid Code’ and ‘Gap analysis of implementation of the Myanmar Distribution Code’. These assessment uncovered considerable discrepancies regarding the transmission network, and less serious discrepancies for distribution. A work group shall be established in MOEE in order to assess the existing guidelines and the discrepancies, and in to suggest suitable adjustments of the guidelines and an implementation plan. This work will form the basis for a parliamentary decision about regulations and implementation of these. NVE and MOEE now wish to recruit a consultant who shall assist the work group with these assignments. The consultants assignments will consist of providing advice and assistance to the work group regarding setting suitable requirements for development, operation and maintenance of the transmission and distribution networks and to establish a step by step plan for implementation of the requirements. The consultant must have good knowledge of international best practice for this type of regulation, including technical, operational and judicial aspects. Furthermore it is very important that the work group develops a strong ownership of the revised guidelines and receives a complete understanding of the consequences of introducing new requirements. The consultant must therefore co-operate closely with the work group and involve them in every phase of the work. The description of how this shall be ensured, will be an important part of the tender offer. A major part of the work should be carried out in Myanmar. Tenderer's technical competence and ability to co-operate with the work group will both be important factors in selection of the consultant. A handling procedure has been selected to provide better possibilities to assess these factors.
