Consultant Group for the preparation of the preliminary study for New Water Supply

The objective of the procurement is to establish a competent consultant group for the preparation of the preliminary study for the new water supply from Holsfjorden and assistance in connection with the development plant for this initiative. KVU for this initiative is now in quality assurance.
A preliminary study shall be prepared with a management document in accordance with the investment regime of Oslo kommune. Technical preliminary study will comprise:
— Intake and pumping station at Holsfjorden.
— Transfer tunnel from Vefsrud (Holsfjorden) to Oslo's municipal border or Oset.
— New water treatment plant with daily capacity of approx. 390 000 m³/24 hour period.
— Transfer of clean water in Oslo from the new water treatment plant to the central connection point in the city.
— Potential transfer tunnel for raw water between the west water treatment plant and Oset. Transfer of raw water both directions.
— Cost calculations for a combined project.
VAV also needs assistance in connection with the preparation of development plans with impact assessments for a combined project. 3 municipalities shall co-ordinate in connection with the development plan work, the County Governor and The Ministry of Climate and Environment will be involved with planning of initiatives at Marka.
NB: Subject to the Public Administration Department for Environment and Transport ordering the preliminary study.

Tenderers shall be a legally established company:
— Norwegian companies: Company Registration Certificate.
— Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
The tenderer must have the financial capacity to implement the assignment/contract.
— The company's last Annual Financial Statement including notes, the Board's Annual Reports and Audit Reports, including new information of relevance to the company's fiscal numbers.
Teknisk og faglig kapasitet:
The tenderer shall have competence and experience in engineering design of basins as rock installations and must have carried out assignments of the same nature, complexity, degree of difficulty and scope.
Good geological engineering competence is required and reference projects of such installations should be provided.
Documentation: Reference list of the most important deliveries or services performed during the past 3 years, including information about the value, time, and the name of the public or private recipient.
If the services were for public contracting authorities, this should be documented by certificates issued or confirmed by the authority concerned. If the services were for private contracting authorities, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer will be accepted.

A contact person and contact information for the contracting authority shall be provided. VAV reserves the right to contact the contracting authority.
The supplier shall have a good ability to fulfil the contract.
VAV may emphasise suitable experience with relevant consultants through the assessment of implementation ability.
Documentation: A statement of the tenderer's average workforce and the number of employees in the administrative management during the last 3 years.
The tenderer shall have a well-functioning quality assurance system for the services that are to be provided.
Documentation: Certificates issued by independent bodies that confirm that the tenderer fulfils certain quality assurance standards.
The contracting authority will also accept other documentation of equivalent quality assurance measures presented by tenderers.
If the tenderer's quality assurance system is certified in accordance with ISO9001 or other standard, it is sufficient to enclose the certificate.
