Sola komune [Sola municipality]

Sola municipality would like to enter into a framework agreement for the provision of architect services.
The objective of the contracts is to take care of the contracting authority's continuous need for
architect services for minor projects. For major projects where the total limit
exceeds NOK 20 000 000 the contracting authority reserves the right to hold
separate competitions. The framework agreements will be for 1 year, with an option for
the contracting authority to extend them for a further 1+1+1 years, total 4 years.
The option right will be in put into effect automatically, unless the contracting authority notifies differently
3 months prior to end of the contract or option period, at the latest.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer must be a legally established company.
— Norwegian companies: Company Registration Certificate.
— Foreign companies: Documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
If a tenderer will use other companies'capacity to qualify, the tenderer must document to the contracting authority that it will be able to use the necessary resources.
— A binding statement from the sub-supplier(s) that will be used. The Business Register Number shall be stated.
In addition to the documentation that the supplier has submitted, the contracting authority can obtain credit information of participants and emphasise this.
Tenderers shall have their tax and VAT payments in order.
— Tax and VAT certificate, not older than 6 months calculated from the tender deadline (https://www.altinn.no/no/Skjema-og-tjenester/Etater/Skatteetaten/Attestbestilling/
Økonomisk og finansiell stilling:
Tenderers shall have settled financial conditions and financial capacity to carry out the contract, and shall as a minimum achieve a rating as creditworthy or equivalent.
— The contracting authority will obtain a credit appraisal from the credit and analysis company Experian.
— If the tenderer knows that the requirement regarding the financial capacity to fulfil the contract cannot be met via the credit rating as specified above, the tenderer can submit other documentation with the tender that confirms a satisfactory financial capacity.

Teknisk og faglig kapasitet:
Tenderers must have a good implementation ability and capacity, as well as experience from minimum of three relevant assignments.
— List of the most important relevant assignments in the last 3 years, including information on the extent, date and recipient (name, telephone number and e-mail address). The references will only be contacted if required.
Tenderers shall have a well-functioning quality assurance system for the services that shall be provided.
— Name of the management system and the system's contents.
