The Contracting Authority hereby invites tenderers to a competition for a framework agreement for the procurement of consultancy services for project support, quality assurance and performance management. Fredrikstad municipality has recently revised its investment routine for building and construction projects. The regime is based on the government's scheme for concept choice reviews (KVU), management documentation and quality assurance of investment projects with an expected cost of more than NOK 750 million. The regime is adapted to Fredrikstad municipality's needs, with adaptations and simplifications where it is considered to be appropriate. The investment regime shall include all the municipality's investment projects, both within service buildings (schools, welfare buildings, offices, arts and sports buildings etc.), housing and municipal engineering facilities such as roads, parks, water and sewage facilities, quays etc. The contracting authority will have projects in the framework agreement period that span from alternative analyses (concept choice reviews) to completed buildings and installations. In order to ensure that the contracting authority has the ability to complete projects and develop performance management, the contracting authority has a need, at short notice, to obtain consultancy services for projects and other work assignments associated with the development of the contracting authority's investment regime and performance management. There will be a need in the projects for assistance with, amongst other things, the implementation of needs reviews, alternative analyses, estimations, uncertainty analyses etc. as well as external quality assurance. Based on experiences with the implementation of the revised investment regime, there is expected to be a need for assistance with the development and implementation of management systems and routines.

The tenderer shall submit a VAT certificate and a tax certificate.
This is to be documented by:
o Tax and VAT certificates.
The certificate must not be more than 6 months old. Any arrears must be explained / justified.
Foreign tenderers must submit the corresponding confirmation that government taxes and fees have been paid in the country where the tenderer has its place of business.
The tenderer shall be a legally established company.
o Norwegian tenderers must provide an updated Company Registration Certificate.
o Foreign tenderers must provide certificate(s) of statutory registration in the country where the business is established.
Økonomisk og finansiell stilling:
Tenderers shall have sufficient economic and financial solidity to fulfil the contract obligations.
The Contracting Authority will evaluate the tenderer's fulfilment of the qualification requirements in the following manner:
o Tenderers shall obtain and submit a credit rating from AAA Rating (previously Dun & Bradstreet) or equivalent (not older than six months) and submit this with the tender. A creditworthiness of A is required to be eligible for this competition. If other credit ratings are used, the company shall have the rating credit worthy.

o Newly started companies, or companies that are rated lower than A or equivalent, can instead present a parent company guarantee or extracts from the last two years accounts that document sufficient financial solidity to fulfil the contract obligations. Alternatively, a parent company guarantee, the auditor's report or a bank guarantee that provides equivalent security for the ability to fulfil the contract. If a parent company guarantee is provided, the parent company will be rated in an equivalent way so the requirement for A or equivalent thus applies to the parent company. See Annex 4, parent company guarantee.
o Newly started companies, or companies that are rated lower than A or equivalent, can instead present a parent company guarantee or extracts from the last two years accounts that document sufficient financial solidity to fulfil the contract obligations. Alternatively, a parent company guarantee, the auditor's report or a bank guarantee that provides equivalent security for the ability to fulfil the contract. If a parent company guarantee is provided, the parent company will be rated in an equivalent way so the requirement for A or equivalent thus applies to the parent company. Teknisk og faglig kapasitet:
Tenderers shall have good experience with similar assignments and sufficient capacity for the contractual obligations.
o A list and short description of the most important relevant completed assignments in the last 3 years. Include information about the value, date and name of the recipient. The nature of the assignment shall be clearly stated in the description.
o If a tenderer intends to engage sub-suppliers, a commitment statement must be enclosed (Annex 5) that confirms that the tenderer has access to the necessary resources during the entire contract period.
