The Department for the public and customers in the Agency for Water and Sewerage works (henceforth referred to as VAV), requires consultancy services/assistance for planning, implementing and following up the Project.
The objective of the contract is to get access to necessary consultancy services in connection with planning, implementing and following up the Pilot Project for Water meters.
The contract shall be entered in as an agreement that potentially is valid for the entire project period. The total estimated scope of the assignment is a 70 % position.

Requirement:
— The tenderer shall be a legally established company.
Documentation requirement:
— Norwegian companies: Company Registration Certificate
— Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement:
— The tenderer must have the economic capacity to carry out the assignment/contract
Documentation requirement:
— The company's 3 last annual financial statement including notes, the board's annual report and audit report, as well as new information of relevance to the company's fiscal numbers.

Credit evaluation/rating, not older than three months, and which is based on the last known accounting figures.
Teknisk og faglig kapasitet:
Requirement:
— The tenderer shall have good experience from equivalent assignments.
Documentation requirement:
— List of the most important deliveries or services performed during the past 3 years, including information about the value, time, and the name of the public or private recipients. If the services were for public contracting authorities, this should be documented by certificates issued or confirmed by the authority concerned. If the services were for private contracting authorities, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer will be accepted.

— The tenderer shall have a well-functioning quality assurance system for the services that will be provided.
— Certificate for the company's quality system/management system issued by independent bodies that confirms that the tenderer fulfils certain quality assurance standards, for example ISO 900 or equivalent. The Contracting Authority also accepts other documentation that shows that the supplier has satisfactory quality assurance measures. As a minimum, a general description of the contents of the system including an overview of control plans and check-lists that are relevant for this contract must be given; maximum 3 pages.
