Egnethet til å utøve yrkesvirksomheten:
Requirement: Tax and VAT certificate.
Documentation: Tax and VAT certificate (RF-1316), which is not older than six (6) months when calculated from the tender deadline. The certificate can be ordered from Altinn.
Økonomisk og finansiell stilling:
Requirement: Economic and financial capacity to fulfil the assignment.
Documentation: As documentation, enclose the last three completed Annual Financial Statements including notes and the board and auditor's statements. The contracting authority reserves the right to obtain a credit rating of the tenderers via a credit rating company. If the tenderer cannot, for valid reasons, submit the documentation that the Contracting Authority has requested, he can prove his economic and financial position with any other document that has relevance to the tenderer's economic and financial position.

Teknisk og faglig kapasitet:
Requirement: Tenderers must have an adequate ability to fulfil the contract.
Documentation: A brief and general description shall be given of which resources the tenderer has at their disposal in the requested services. CVs for the management and key personnel shall be submitted.
Requirement: Applicants shall have an operative and good quality assurance system.
Documentation: Tenderers shall describe their quality assurance system. If the tenderer's quality assurance system is described as for example ISO 9001 and ISO 14001 or equivalent third party verified systems, it is sufficient to submit copies of valid certificates.

Requirement: Sufficient capacity.
Documentation: The capacity shall be sufficient as regards carrying out the Assignment as it appears in the KGL, allowances must be made, however, for increases in the extent in the contract period. Describe how the tenderer shall ensure reserve capacity, if persons connected to the project are indisposed in the contract period or there is a need for additional reviews.

The objective of the procurement is to prepare a basis for future orientated, user-adapted and cost efficient public transport facilities. Initially the procurement includes the design of local and regional bus routes, but it will also include other public transport facilities that the Contracting Authority is responsible for, including express buses, Flexx booked transport and ferry routes at Hvaler and Fredrikstad. The location of stops, access roads and the assessment of other infrastructure that is important for efficient operation of public transport will also be included in the assignment (applies to urban areas and at a general level). The review must also take into consideration political guidelines and signed contracts, for example, the Regional Transport Plan for Østfold, Bypakker and the collaboration agreement ‘Seamless in the South’ with NSB AS and Ruter AS.
