Consultancy services for assessing a preliminary study report on 1 inhabitant — 1 journal

HOD would like to enter into a contract for consultancy services for assessing the report One inhabitant one journal, which was formally submitted to HOD 5.1.2016.
In February 2013 HOD gave the Directorate of Health the task of reviewing how the targets in the Parliamentary Proposition 9 (2012-2013) ‘One inhabitant — one journal’ can be realised. The review has been carried out in close cooperation with the sector. The review uses methodology that allows quality assurance of the preliminary study in accordance with the quality assurance scheme for major government investments, if necessary. A control group has been established with top managers from the regional health companies, the municipal sector, Norsk Helsenettt SF (NHN), the Norwegian Institute of Public Health (FHI), the Directorate of Health and selected patient and user organisations.
The report from the Directorate of Health was formally submitted to the Ministry 5.1.2016. It consists of comprehensive text material. HOD has a lot of faith in the thorough work that the Directorate of Health has done in the preliminary study report. At the same time, it is necessary that the HOD is fully aware of the proposal in order to ensure the necessary basis for political decisions on finance and the way forward for future work.
HOD has decided to supplement the civil service with assistance from external actors in the Ministry's assessment of the directorate's review work. HOD would therefore like to enter into a contract for consultancy services. The consultant shall make his own assessment of the preliminary study's recommendations.
In addition we have established an assessment group consisting of participants with different competence from the ministry, government entities, health companies, the municipal sector and private entities. The group's members are independent and they represent themselves and not the organisation they are associated with. The consultant shall assist the assessment group in facilitating the meetings and compiling the group's assessments.
Mc Kinsey & Co have assisted the HOD with equivalent assignments in December 2015 and January 2016.
