Tromsø municipality invites tenderers to a tender contest for a framework agreement for consultancy/engineering design services.
The framework agreement includes:
Tromsø municipality carries out several major and minor investment projects each year and would like to enter into a framework agreement for consultancy/engineering design services for several disciplines connected to construction, outdoor installations and water and sewage installations. The consultancy/engineering design services will be connected to reviews for the development of construction projects, both renovations and new buildings, and site work for parks, roads and water and sewage installations. There can be consultancy/engineering design services for draft projects, preliminary projects and detailed engineering design services.
Services will be procured for both individual disciplines or more complete consultancy services with several disciplines.
The realisation of the projects will always be based on the current financial plan. Tromsø municipality thus intends to enter into a framework agreement for consultancy/engineering design services for the following disciplines:
— Engineering design management (PGL),
— Consultant for construction (RIB),
— Consultant for fire (RIBR),
— Consultant for HVAC (RIV),
— Consultant for electro (RIE),
— Consultant for acoustics (RIAKU),
— Consultant for building automation (RIBAS),
— Consultant for environment (RIM),
— Consultant for energy (RIEn),
— Consultant for water and sewage (RIVA),
— Consultant for roads,
— Integrated technical building installations — ITB — responsibility,
— Consultant building physics (RIBFy).
1 person shall be offered per discipline.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The company shall be legally registered. Documentation: Norwegian tenderers: Company Registration Certificate (Annex 1.1). Foreign tenderers: Registration certificates in professional registers as determined by legislation in the countries in which the tenderer is established. The documentation shall, as a minimum, state: a. The company's name and registration number; b. The company's business address; c. Who can act on behalf of the company/bind the company.

The company's tax affairs must be in order in relation to payment of tax and duties. Documentation: (Annex 1.2) Norwegian tenderers: Tax and VAT certificate, not older than 6 months from the tender deadline (can be downloaded from Altinn). Foreign tenderers: A certificate issued by the relevant authority in the tenderer's home country that confirms that the tenderer has fulfilled his duty obligations in accordance with the legislation in the country where the tenderer is established.

Økonomisk og finansiell stilling:
Tenderers must have satisfactory finances for fulfilling the contract. Documentation: (Annex 1.3). The company's last 2 years auditor approved accounts or extracts thereof. In cases where the company does not have the necessary qualifications, but relies on other service providers to be qualified, equivalent documentation must be enclosed for them. In addition a binding statement must be enclosed in accordance with point 3.2.2. The binding statement shall be presented in the form of a surety statement or equivalent. Tenderers who have not had accounts in recent years will be rejected unless a pledge is presented for a bank guarantee of such a size that it can be used as security for fulfilment of the contract.

Teknisk og faglig kapasitet:
Tenderers shall have competence and experience within engineering design/consultancy services and shall have carried out assignments of varying degrees of difficulty and sizes. As documentation a list is to be enclosed of the 5 most important assignments that were completed in the last 5 years, use the attached template. (Annex 1.4) Projects that have their guarantee period within the last 3 years will also be relevant. Tenderers shall state the name and e-mail address of a contact person at the 2 most relevant references. The references will only be contacted if required. In cases where the company does not have the necessary qualifications, but relies on other service providers to be qualified, equivalent documentation must be enclosed for them. In addition a binding statement must be enclosed in accordance with point 3.2.2 and the attached template.

Tenderers shall have sufficient capacity and implementation capabilities. Documentation: (Annex 1.5) An account of the company's average work strength and the number of employees. In cases where the company does not have the necessary qualifications, but relies on other service providers to be qualified, equivalent documentation must be enclosed for them. In addition a binding statement must be provided in accordance with point 3.2.2 and the attached template.

The company shall have systems for quality assurance. Documentation: (Annex 1.6) An account of the company's quality assurance system/quality management system. At a minimum the account must include: — A general description of the system's contents, including an overview of control plans and check-lists that are relevant for this contract; — A description of when and how the system is implemented in the company and how often the system is updated as well as; — A description of how the system will be used to ensure quality in this contract.

Qualifications are required for development class 2. Documentation: (Annex 1.7) Valid proof of central certification for the relevant disciplines, alternatively documentation that substantiates that local certification will be achieved for the relevant disciplines. In cases where the company does not have the necessary qualifications, but relies on other service providers to be qualified, equivalent documentation must be enclosed for them. In addition a binding statement must be provided in accordance with point 3.2.2 and the attached template.
