Sola komune (Sola municipality)

Sola kommune intends to enter into a framework agreement for the supply of construction managers. The objective of the agreement is to safeguard the Contracting Authority's ongoing need for construction management with minor projects. For major projects where the total limit exceeds NOK 20,000,000, the Contracting Authority reserves the right to hold their own competitions. The framework agreements will be valid for one year, with an option for the contracting authority to extend the contract for a further 1+1+1 years, total four years. The options will be automatically taken up unless the contracting authority gives notification otherwise at the latest three months before the contract or option year expires. The agreement is expected to start 4.11.2016.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer shall document that the enterprise is legally established.
— Norwegian companies: Company Registration Certificate.
— Foreign companies: Documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
If a tenderer will use other companies'capacity to qualify, the tenderer must document to the contracting authority that it will be able to use the necessary resources.
— A binding statement from the sub-provider(s) that will be used. The Business Register Number shall be stated.
In addition to the documentation that the supplier has submitted, the contracting authority can obtain credit information of participants and emphasise this.
Tenderers shall have their tax and VAT payments in order.

Økonomisk og finansiell stilling:
The tenderer shall have settled financial conditions and the financial capacity to fulfil the contract.
— The Contracting Authority will obtain credit ratings from the credit and analyses company Experian, and the tenderer must as a minimum achieve an assessment of credit worthy, or equivalent.
— If the tenderer knows that the requirement regarding the financial capacity to fulfil the contract cannot be met via the credit rating as specified above, the tenderer can submit other documentation with the tender that confirms a satisfactory financial capacity.

Tenderers must have a good implementation ability and capacity, as well as experience from minimum of 3 relevant assignments. — Tenderers shall have a well-functioning quality assurance system for the services that shall be provided.
