Requirement: Tenderers are required to have a legally established company.
Documentation: Norwegian companies: Company Registration Certificate from the Brønnøysund Register Centre. Foreign companies: Proof that the company is registered in a trade index or register of business enterprises as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:
Documentation: A credit rating — not older than 3 months (from the tender deadline) — and that is based on the last known accounting figures.
The rating shall be carried out by an officially certified credit rating institution. The rating shall include a definition of the classification that the credit rating institution uses.
The company's last Annual Report (including the auditor's assessment), as well as recent information that is relevant for the company's fiscal figures.
For newly established companies, the founding document and opening balance are sufficient.

Requirement: The tenderer shall have the financial capacity to fulfil the assignment/contract and the company is required to be credit worthy.
Lindorff — score 3 or better
Experian — score 30 or better / score 671 or better
D&B/Soliditet — score A.
Teknisk og faglig kapasitet:
Requirement: Good capacity and implementation ability are required and the company is required to have a quality assurance system.
It is desirable that the company has a specifically expressed environmental policy.
The tenderer is required to have certification as an apprentice business.
Documentation: An account of the average workforce and administration in the last 3 years.
A list of the most important contracts in the last three years with information on the value, date and name of the contract party.
Central approval in enterprise classification 2 or equivalent documentation of education and practice as stated in the regulation for building matters § 11-3, cf. also § 11-1 and § 20-3.
E.g. ISO 9001:2015 certification or equivalent documentation.
Completed self-declaration form on environmental profile — annex 5
independent documentation on approval as an apprentice business.
