Vestnes municipality

Vestnes municipal council has decided to renovate Tomrefjorden sports centre and resources have been put aside for the engineering design services for this in 2016.
Vestnes municipality (the contracting authority) would like tenders for:
A. Engineering design services, including engineering design management, preparation of tender documentation for a contract assignment and implementation of a tender process up to and including the signing of a contract as well as building application function in the project.
B. Project and construction management during the production phase. Project management during the contractor work and being the contracting authority's practising manager during the work in the production phase.
Tenders are wanted from 1 main tenderer.
The engineering design disciplines are: RIB, RIByfys, RIGeo, RIBr, RIE, RIV.
Project management: Project manager (part A), Project and Construction Manager (part B).
A more detailed description of the wanted tender is in a separate document, ‘Tender documentation part 2, requirement specifications and service description’.
The expected start-up for the project management and engineering design services will be August 2016.

Tomrefjord sports centre has half a sports hall, a 25m swimming pool, 5 changing rooms, communal areas, etc.It is characterised by wear and reduced function. The building has a considerable need for maintenance, both inside and outside. According to a condition analysis of the concrete construction, something must be done within 3-5 years in order to have a remaining lifetime that is within the municipality's perspective. It is estimated that the cost of the renovation will most likely rise proportionally to the damages.This renovation project involves the renovation of the existing building, with some improvements and raising the current standard and requirements. The building shall be protected from further concrete decay (RIB) and damp problems in and around the building must be evaluated and solved (RIGeo). The technical fire condition report uncovered errors and shortcomings that must be sorted and the condition must be raised to the current standard (RIBr). The swimming pool in itself is worn and must be completely upgraded with both a new treatment facility and a new cover in the pool, the surrounding floor and in the storage pool (RIByfys). The changing room and other rooms in the building require considerable maintenance. There are also shortcomings in parts of the ventilation installations and the sanitary and heating installations require upgrading (RIV). 7) Construction management.
CVs are required for the following personnel who cannot be used without the contracting authority's consent:
— Relevant person for project manager (PL) in the engineering design phase, part A;
— Relevant person for project and construction manager in the production phase, (preferably the same person), part B;
— Back-up personnel for PL and BL. Shall also be enclosed and can be hired in from sub-suppliers;
— Relevant person Consultant Engineer for construction, RIB;
— Relevant person Consultant Engineer for building physics, RIByfys;
— Relevant person Consultant Engineer for geotechniques, RIGeo;
— Relevant person Consultant Engineer for fire techniques, RIBr;
— Relevant person Consultant Engineer for electro, RIE;
— Relevant person Consultant Engineer for water, ventilation and sanitation, RIV.
The CVs for the offered personnel shall include:
— Relevant education;
— Specialisation;
— Relevant reference projects, not more than 5.

Minste nivå(er) av standarder:
Tenderers must have general competence within consultant engineering. The contracting authority deems that the consultants have competence within electronics (RIE) and HVAC (RIV).
