This framework agreement will consist of the management of existing trade systems, as well as the development and management of future systems based on the Total Architecture.
The contract will include the following:
— Troubleshooting on existing systems and services;
— Further development of existing systems and services;
— Development of new systems and services based on the Total Architecture;
— Sharepoint adaptations (e.g. interaction system for projects, with sharing of documents, work surface for employees and managers etc.).
The Norwegian Maritime Directorate bases new developments on a service orientated architecture (SOA) in order to make services available via different trade systems and over a spectrum of client platforms. The established architect platform for such service development has been built up with Microsoft.NET.

The tenderer shall document that the enterprise is legally established. The tenderer shall enclose a certificate for registration in the professional register as required in the legislation where the tenderer is established (certificate from Register of Business Enterprises, trade index, or equivalent).

Økonomisk og finansiell stilling:

Tenderers shall have the good financial and economic standing required for fulfilling the contractual obligations. Documentation is not required. The Norwegian Maritime Directorate will obtain a credit rating of tenderers from Dun & Bradstreet or equivalent. Tenderers must, as a minimum, achieve a credit score of ‘AA good credit worthiness’, or equivalent.

Tenderers shall have paid their taxes and duties. As documentation, a tax and VAT certificate shall be enclosed, issued by the competent authority in the member country where the tenderer is from, which confirms that the tenderer has paid his taxes, social security contributions and VAT (form RF-1244), in accordance with the legal provisions in the country where the tenderer is from.

If a tenderer's home country does not have a scheme with tax certificates, a self-declaration as regards the legal or administration authority is to be enclosed with the qualification application.

The certificate must not be older than six months calculated from the tender deadline. If the certificate is not submitted by the deadline and/or it is older than 6 months, the tenderer can be rejected without additional deadline for delivery. Tenderers can be rejected if the certificates show arrears.

Tenderers must, as a minimum, achieve a credit score of ‘AA good credit worthiness’, or equivalent.

Teknisk og faglig kapasitet:

Tenderers must substantiate experience from equivalent assignments.

Documentation requirement: List of references of the tenderer's 5 most important deliveries in the last 5 years, with relevance for this assignment. The reference list ought to include information on the value, date and name of the public or private recipients. What has been delivered and the function the tenderer had in the assignment, must be stated. If sub-providers are engaged in parts or the entire assignment, equivalent reference for the sub-provider must be presented. The Norwegian Maritime Directorate will, if necessary, contact the provided references for the supplier and sub-supplier.

Tenderers must substantiate sufficient capacity to fulfil the contractual obligations parallel to other ongoing assignments.

Documentation requirement: Tenderers shall describe their organisation and resources situation.

Begrunnelse for rammeavtaler med varighet over fire år:

3 year contract with an option for the Norwegian Maritime Directorate for an extension of 1+1 year. The reason for more than 4 years is the particular conditions related to the implementation and use of resources and, thus, contribute to ensuring competition.

Objektive utvelgelseskriterier:

The Norwegian Maritime Directorate will invite at least 3 of the best qualified tenderers to submit a tender from those who submit an application for participation in the competition and who are not rejected, provided that there are a sufficient number of qualified tenderers.

The selection will be based on the tenderers' documented qualifications, with particular emphasis on the tenderers' experience and capacity.
