The framework agreement shall cover the contracting authority's requirements for the following services:
— Communication services — i.a. consultancy in relation to graphic design services for e.g. brochures, advertisements and other promotional articles, as well as product consultancy thereof. Consultancy services in relation to media management, reputation development, campaign organisation, digital arenas (social media and internet sites), etc., can also be required.
— Printing services; such as printing of information brochures, annual reports, emptying schedules, envelopes, business cards, stickers, deviation notifications, etc.
— Signs for use at recycling stations and return points.

Beskrivelse av opsjoner:
The contracting authority shall, during the entire contract period, have the option for ordering the following, when required:
— Photography services and films (short videos and animation services).
— Media consultancy services in connection with crisis management.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tax certificate.
Company Registration Certificate.
Økonomisk og finansiell stilling:
— The company's annual accounts with auditor confirmation from the last 3 years — in total, and for the services included in the contract.
— Credit appraisal/rating — not older than 6 months from the receipt of tenders and based on the last known fiscal figures. The rating should be carried out by an officially approved credit rating institution.
Minste nivå(er) av standarder:
The tenderer must have the financial capacity to comply with the contractual obligations.
Teknisk og faglig kapasitet:
1. The documentation shall be given in 1 of the following ways:
— Description of the company's routines regarding quality management, with emphasis on quality assurance, resource management, management responsibility and continuous analyses and improvement.
— If the tenderer holds an ISO 9001:2000 certificate, this may be attached.
2. Description of the tenderer's administrative and technical units which can be used for compliance with the framework agreement. The description shall contain an organisation chart with job descriptions, as well as a description of the printing office and the available capacity.

3. — Tenderers are asked to enclose an account of existing routines that substantiates that the requirement is met. If this is described in the company's quality — or environmental management system in accordance with ISO 14001, Svanen, Miljøfyrtårn or equivalent third party verified systems, a copy of the routines and a valid certificate can be enclosed.

If the tenderer relies on sub-providers for the printing services, equivalent documentation for these must also be submitted.
Minste nivå(er) av standarder:
1. The tenderer shall have an established quality assurance system
2. The tenderer must have ability and capacity to fulfil contracts.
3. The tenderer shall have an established environmental management system and the system shall be implemented in the tenderer's daily operations.
