The contract is for the collection of septic sludge in Bergen municipality.
The Water and Sewage Department is, pursuant to the local regulations on compulsory emptying of private interceptors for sludge dated 25.11.2015, responsible for administering the emptying of private interceptors for sludge in Bergen municipality.
The assignment currently consists of approx. 5,700 interceptors for sludge. As a main rule, the tanks in year-round residences shall be emptied every 2nd year, some tanks shall be emptied annually, whilst tanks at holiday homes shall be emptied every 4th year. Larger interceptors for sludge shall be emptied annually, sometimes more frequently (every 6 and every 3 months).
The sludge shall be transported to a central reception facility, which is currently at Flesland treatment facility. During the contract period the service provider can reckon on this transportation moving too the new biogas facility in Rådalen.
A dewatering vehicle is required for larger interceptors for sludge, and the dry matter must be delivered to another reception facility.

Beskrivelse av opsjoner:
The contract shall be valid for 4 years, with an option for the contracting authority to extend the contract for a further 2 years, to a total of a maximum 6 years. The contracting authority can choose to take up the option for 2 years in several stages, e.g. for 1 year at a time.

Egnethet til å utøve yrkesvirksomheten:
Qualification requirement: tenderers shall have their tax payments in order.
Documentation requirement: tax certificate, issued via Altinn, the Tax Office or the Tax Collection Office. The certificate shall not be issued more than 6 months prior to the tender deadline.
Foreign tenderers are to provide certificates from corresponding authorities in the countries where they are registered for tax.
If the authorities in the respective countries do not issue such authorisation, the tenderer must present a self-declaration regarding whether there are arrears on taxes and if so, the amount of these. The self declaration must be signed.
Qualification requirement: tenderers must be a legally established company.
Documentation requirement: company Registration Certificate, which has been issued no more than 6 months before the tender deadline. Confirmation of registration in a trade or business register as prescribed by the law of the country in which the supplier is established (applies to foreign companies).

Økonomisk og finansiell stilling:
Qualification requirement: tenderers must have sufficient economic and financial capacity to fulfil the contractual obligations.
Documentation requirement: tenderers can document their economic/financial capacity in the following ways:
— Solidity assessment, not older than 6 months, calculated from the tender deadline, from companies that have a licence from the Norwegian Data Protection Authority to operate a credit information company in Norway, possibly from a company with equivalent certification in a member country in the EU/EEA. The appraisal must provide information about the credit rating and/or the extent of any risk of bankruptcy (Bankruptcy prediction). The credit rating report must be based on updated accounting information.

The tenderer is free to provide other information that can be seen as relevant for the assessment of whether the company's solidity requirement is fulfilled.
The Contracting Authority reserves the right to obtain credit rating reports.
If a tenderer will use other companies' capacity to fulfil the contractual obligations, a commitment statement or similar shall be enclosed from the sub-suppliers in question.
All the received and any obtained information will form the basis for an overall assessment of whether the qualification requirement is fulfilled.

Qualification requirement: tenderers are required to show a good ability to carry out the assignment in accordance with the needs of the contracting authority. Tenderers are therefore required to have sufficient personnel capacity to be able to carry out the assignment.

Documentation requirement: overview of the number of man-labour years with competence in special/important disciplines for the implementation of this contract. The tenderer's duty scheme/availability shall be described. It must also state how the tenderer will handle a situation where the emptying possibilities are reduced due to a cold period. The contracting authority shall document extra capacity with vehicles and personnel that can be used to make up the lag.

Documentation requirement: Description of the company's procedures and systems for ensuring low environmental impact when carrying out the delivery.
If the company has environmental certification or ISO 14001:2004 (or a more recent version) or equivalent third party verified systems, such a certificate will be accepted as documentation for fulfilment of the qualification requirement.
Qualification requirement: the assignment requires tenderers who have good systems for quality management.

Description of the company's policy regarding quality management, with emphasis on quality assurance, resource management, management responsibility and continuous analysis and improvement. If the tenderer holds an ISO 9001:2008 certificate (or newer version), such a certificate will be accepted as documentation of compliance with the qualification requirement.
