Politiets fellestjenester [Norwegian Police Shared Services]

The objective of the procurement is to enter into a framework agreement for the delivery of coercive resources.
Coercive resources are a part of daily work tools. The offered material is expected to be of such a nature and quality that the products tolerate daily use, maintain an even performance and fulfil service needs. The material will be used inside and outside, under all weather conditions and in varying temperatures, so they must, therefore, be robust.

Sub area 1 handcuffs with accessories:
The contracting authority would like to have an option for call-offs in this contract for foot shackles, double handcuff pouches and disposable handcuffs of nylon or similar material under sub area 1 handcuffs with accessories.
Sub area 2: Restraint belts:
The contracting authority would like to have an option for call-offs in this contract for restraint belts without metal under sub area 2 restraint belts.
Foreløpig tidsplan for bruk av opsjoner: 48 måneder

Requirement 1:
Tenderers shall document that all obligations relating to the payment of taxes and duties are fulfilled.
Documentation requirement 1:
— Tax certificate, joint certificate for tax and VAT, not more than six months old, calculated from the deadline for submission of tender offers. (The certificate, form RF-1316, can be ordered from the Tax Collector or The Norwegian Tax Administration, alternatively can be ordered and collected in Altinn).

— Foreign companies: Proof that the company is registered in a professional registry as determined by the law of the country where the tenderer is established.
The certificate should not be more than 12 months old.

Tenderers shall have the financial capacity to carry out the assignment/contract, this means a credit rating no lower than A (Dun & Bradstreet) or the equivalent.

— Credit evaluation/rating from a credit assessment institution, not older than 6 months.

Tenderers shall have a good and well functioning system for quality assurance/management..

control.
If the tender is certified in accordance with internationally recognised standards for quality assurance/control, it is sufficient to attach a copy of the issued certificate.
If the tenderer is not certified, the quality system must be documented. The documentation shall — at a minimum — include procedures/routines:
— handling deviations and claims;
— approval of sub-suppliers.
