Egnethet til å utøve yrkesvirksomheten:
The tenderer must be a legally established company. Documentation requirement: Company registration certificate.
The tenderer's tax and VAT payments shall be in order. Documentation requirement: Tax Certificate for tax and VAT, not older than 6 months. The certificates can be obtained from the local tax collection office or the tax office. (§17-14). Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Requirement: Tenderer must comply with the statutory HSE requirements. Documentation requirement: HSE self-declaration must be filled out, see Annex 5.
Økonomisk og finansiell stilling:
The tenderer must have the financial capacity to implement the assignment. Documentation requirement: The enterprise's most recent annual report, as well as newer information which has relevance in relation to the enterprise's fiscal figures (§17-8). The company's annual accounts or extracts thereof. Statement of the company's turnover for the last few years, with relevance to this contract

The tenderer must be creditworthy. Documentation requirement: Credit assessment of the tenderer, not older than six months from the deadline for receipt of tenders. The evaluation shall be based on the last known fiscal figures with an indication of how the credit rating has developed during the past three years.

The assessment shall be issued by a company with a credit reporting license from the Norwegian Data Protection Authority, see www.datatilsynet.no The result of the credit rating must be given as a graded value (letters or numbers) on a defined scale.

Teknisk og faglig kapasitet:
The tenderer shall have sufficient manpower that the contracting authority considers satisfactory for implementation of the assignment. Documentation requirement: Overview of the company's total workforce
The tenderer shall be registered and approved in the Norwegian Labour Inspection Authority's cleaning register. Tenderers that are not yet certified shall have submitted an application subject to consideration. If the tenderer is not approved by the Norwegian Labour Inspection Authority, the contract will be terminated with immediate effect. Documentation requirement: Copy of the certificate issued by the Norwegian Labour Inspection Authority. Service providers that are not yet certified can enclose a copy of the application/confirmation that an application has been sent.

The tenderer shall have experience from comparable cleaning contracts. Documentation requirement: A list of comparable cleaning assignments during the previous three — five years, including their values, dates and recipients (§17-9). Tenderers that are newly established and cannot therefore present references, must substantiate that they have the prerequisites required to fulfil the contract. The tenderer shall report their company formation and employees' competence and expertise.

— Tenderers shall have a good and well-functioning quality assurance system/management system. Documentation requirement: A statement of the company's quality assurance system. If a tenderer is certified by a public certification organ, it is sufficient to enclose a copy of an issued certificate. If the tenderer is not certified, the current quality assurance system must be documented, e.g. by attaching a quality control manual which describes the quality assurance system and how it is implemented in the organisation.

The Contracting Authority requires that the tenderer's wages and working conditions are in accordance with generally applicable wage agreements or nationwide wage agreements for the appropriate area covered by the contract.
Documentation requirement: The tenderer shall attach with the tender a self-declaration confirming that wages and working conditions are in accordance with general tariff agreements or national tariff agreements, see annex 7.
