Cleaning services for the Parliamentary Ombudsman and Norway's National Institution for Human Rights

Sivilombudsmannen (Parliamentary Ombudsman)

The Parliamentary Ombudsman shall enter into a contract for cleaning services for the entity's premises. In addition the contract shall also include the premises of Norway's National Institution for Human Rights, hereafter called NIM.
The main aim of the contract is that the cleaning shall maintain a good indoor climate in the best possible way.
The contract is for cleaning services as described in Annex 3 — Requirement Specifications.
The Parliamentary Ombudsman will sign a contract with a tenderer for the entire contract. Tenders can be submitted for parts of the delivery being provided by sub-suppliers. There shall, however, not be more than one link in the sub-supplier chain for the execution of the cleaning services.

The contract shall be signed for a period of 2 (two) years with an option for 1 (one) + 1 (one) year, maximum 4 years. If the contract is not extended by the Parliamentary Ombudsman at the end of the 2 year period, the contract will cease to exist. The Parliamentary Ombudsman will give a minimum of one month's notice if the option is to be taken up at the end of the contract.The Parliamentary Ombudsman's rent contract for the current premises expires in March 2018. Currently, it is uncertain whether the Parliamentary Ombudsman and NIM shall move to new premises and whether there will be a need to continue this cleaning contract in the new premises. If the contract is continued in the new premises, the fixed monthly price can be adjusted, based on the change in the number of squared metres. The Parliamentary Ombudsman shall be able to give notice on the contract if there is no need for a separate cleaning contract for the new premises.

Tenderers shall substantiate that the company is legally established.
This shall be substantiated by presenting a company registration certificate or possibly certificates of registration in a trade register as mandated in the law in the country where the tenderer is established. The certificate should not be more than 12 months old.

Økonomisk og finansiell stilling:
The tenderer shall be creditworthy.
A credit rating from a certified credit rating institution shall be enclosed as documentation, not older than 6 months.
If a tenderer will use another company to fulfil the qualification requirement, a credit rating shall in addition be enclosed from this company, not older than 6 months, showing that the company is credit worthy.
Teknisk og faglig kapasitet:
1. Tenderers shall have good experience from and professional competence for equivalent assignments.
Tenderers shall document the company's ability to deliver, including professional competence and experience, in accordance with the extent estimated in the tender documentation as well as the company's experience with similar deliveries to equivalent customers to the Parliamentary Ombudsman.

Tenderers shall document the most important relevant deliveries that the tenderer has carried out in the last 3 years, including their value, date and recipient.
2. Tenderers shall be certified by the Norwegian Labour Inspection Authority to operate legally.
Tenderers shall present documentation of final certification from the Norwegian Labour Inspection Authority.
It is a prerequisite that the certification is in place for the entire contract period.
3. Tenderers must have sufficient capacity.
Tenderers shall document manpower for the cleaning services for this contract in order to highlight that the tenderer has the capacity to fulfil the contractual obligations.
