Extraordinary cleaning
If extraordinary cleaning is required or if the orderer needs cleaning that is not specified for the cleaning area in this agreement, the cleaning shall be invoiced per hour and specified as an addition on the invoices.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) The tenderer shall have their tax, employer contributions and VAT payments in order. Tax Certificate must not be older than 6 months calculated from the tender deadline expiry.
Documentation requirement:
— Tax certificate;
— Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
(2) The tenderer must be a legally established company.
— Norwegian companies: Company Registration Certificate;
— Foreign companies: Proof that the company is registered in a trade index or register of business enterprises as prescribed by the law of the country where the tenderer is established.
1) Annual financial statements including the board's annual report and the auditor's statement for the last 2 years.
(2) Credit evaluation/rating, not older than 3 months, and which is based on the last known accounting figures. A rating shall be carried out by an officially certified credit rating institution.
Good solvency and financial feasibility are required.
The credit score must not be lower than A (creditworthy) or equivalent if a different form of score is used (numbers). Tenders from tenderers with a lower rating than A or equivalent (i.e. not credit worthy or credit worthy with security) will not be considered.

(1) Description of the tenderer's 3 most relevant assignments in the course of the last 3 years. The description must include the contract value, date and recipient (name, telephone No and e-mail address). References must be contactable if necessary, to clarify the relevance of the contract. However, it is the tenderer's responsibility to provide a description substantiating relevance.

(2) Statements about the tenderer's average workforce over the last 3 years and for material or technical equipment that the tenderer has at disposal for the execution of the contract/assignment. It is the tenderer's responsibility to document relevance through the description.

(3) Documentation verifying that quality assurance procedures are in accordance with NS — INSTA 800.2010.
(4) Report on the tenderer's environmental competence and procedures which document the use of cleaning products, handling of waste and water consumption.
If this is described in the organisation's quality or environmental management system in accordance with ISO 9001, and ISO 14001, or other third party verified systems, it is sufficient to submit a copy of the current certificate.
(5) Copy of approval from the Norwegian Labour Inspection Authority.
(1) The tenderer shall have experience from a minimum of 3 similar contracts during the last 3 years.
(2) The tenderer shall have sufficient implementation ability and capacity.
(3) A good and well-functioning quality assurance system is required for the services that shall be delivered.
(4) The tenderer is required to have sufficient environmental competence, management systems and procedures so that the environmental impact is as little as possible.
(5) An approval issued by the Norwegian Labour Inspection Authority.
Innskudd og garantier som kreves:
The tenderer shall guarantee for 2 % of the contract value and the guarantee shall be presented to Drammen Property prior to contract signing.
Hovedfinansieringsvilkår og betalingsordninger og/eller henvisning til relevante bestemmelser som regulerer dem:
Twelve (12) invoices shall be sent. i.e. The annual amount shall be divided into 12 parts and invoiced per month per cleaning object and cleaning area. In addition, spring cleaning, window cleaning and extra ordinary cleaning shall be specified in separate items per cleaning object.

A specified invoice for each month shall be submitted within 5 days of the following month. This is important in relation to the contracting authority's control. The contracting authority reserves the right to demand extended documentation in the event of a late invoice.

The due date shall be the 30th in the following month. No invoice fee.
Regulations on wages and working conditions in public contracts.
Public authorities are obliged to ensure that employees of the supplier have wages and working conditions that are not worse than those in the current nationwide tariff agreement, or what is otherwise seen as normal for the location and profession. The Contracting Authority is obliged to investigate and if necessary foll ow-up that the General Application of Wage Agreements is complied with.

The Contracting Authority retains the right to reject tender offers with an openly too low hourly rate.
Contractors/own employees.
If the tenderer shall use other than their own workers, this must be agreed separately with, and approved by the Contracting Authority.
Police certificate
The tenderer is obliged to ensure that all employees who shall perform cleaning in schools and nursery schools have obtained a police certificate and that these are submitted and checked by the tenderer.
Equivalent applies for personnel who serve other accounts where Norwegian law can require a police certificate for cleaning personnel.
