The aim of the procurement is to enter into regional contracts for cleaning services for the Police. The cleaning services include, but are not limited to, regular cleaning (including cleaning articles, sanitary articles and mats), periodic cleaning and temporary staff for cleaning.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: Tenderers shall have their tax and VAT payments in order.
Documentation requirement: Tax certificate, joint certificate for tax and VAT, not older than 6 months, calculated from the deadline for submission of tenders. (The certificate, form RF-1316, can be ordered from the Tax Collector or The Norwegian Tax Administration, alternatively can be ordered and collected in Altinn).

Foreign tenderers shall submit a self-declaration stating that obligations with regard to the payment of taxes and duties have been fulfilled in the country where the tenderer is established. Alternatively, documentation can be submitted from a public authority stating that the obligations are met.

Requirement: Tenderers are required to be a legally established company.
Documentation Requirements: Norwegian companies: Company Registration Certificate.
Foreign companies: Proof that the company is registered in professional registry as determined by the law of the country where the tenderer is established.
The certificate should not be more than 12 months old.
Requirement: Tenderers shall be certified by the Norwegian Labour Inspection Authority in accordance with the regulations dated 1.7.2015 No 851: Regulations on public certification of cleaning companies and the procurement of cleaning services.
Documentation requirement: Confirmation from the Norwegian Labour Inspection Authority's certified register, including any sub-suppliers.
Requirement: Tenderers shall comply with the regulation on general tariff agreements for cleaning companies (Regulation 27.11.2014 No 1483).
Documentation requirement: An account of how the company complies with the regulation on general tariff agreements for cleaning companies.
Økonomisk og finansiell stilling:
Requirement: Tenderers must have sufficient financial capacity to carry out the assignment/contract.
Documentation requirement: Credit evaluation/rating from a credit assessment institution, not older than 6 months. The contracting authority reserves the right to obtain credit rating information independent to the submitted documentation from tenderers.

Requirement: Tenderers shall have established connections with any sub-suppliers/collaboration partners/agents and shall be able to use the offered resources during the contract period.
Documentation requirement: Tenderers shall enclose a commitment statement (self-declaration) from any sub-suppliers/collaborating partners.
Tenderers shall document which part of the delivery the sub-suppliers/collaborating partners will be responsible for.
If the tenderer communicates his own tender offer through an agent, the tenderer shall document the agent's role in relation to the contract.
Teknisk og faglig kapasitet:
Requirement: Tenderers shall have experience from similar contracts from comparable organisations.
Documentation requirements: Tenderers must enclose a list of the 3 most important relevant deliveries in the last 3 years, including information on the value, date and recipient (name, telephone number and e-mail address).
Tenderers are to provide 3 references per lot/region. Tenderers can state the same references in all the tenders.
References will be contacted if necessary.
The contracting authority's own, objective documented experience can be used on an equal basis with the other references.
Requirement: Tenderers shall have sufficient capacity to carry out the assignments that are awarded in the contract.
Documentation requirement: Tenderers are asked to enclose an overview of district offices and an account of capacity per location, including a description of the available temporary staff and any sub-suppliers.
Requirement: Tenderers shall have a well-functioning system for quality assurance/management.
Documentation requirement: Tenderers shall document their system for quality assurance/quality
quality management.
If the tender is certified in accordance with internationally recognised standards for quality assurance/control, it is sufficient to attach a copy of the issued certificate.
If the tenderer is not certified, the quality system must be documented. The documentation shall — at a minimum — include procedures/routines:
— handling deviations and claims;
— approval of sub-suppliers;
— the process from receipt and registration of the ordering until delivery has occurred.
Requirement: Tenderers shall have a well-functioning environmental management system.
Documentation requirement: Tenderers shall enclose an account of their environmental management system. This documentation requirement also applies for any sub providers/manufacturers.
If a tenderer is certified in accordance with internationally recognised standards for environmental management, it is sufficient to enclose a copy of the issued certificate.
