Askim kommune [Askim municipality]

Askim municipality shall enter into a framework agreement for cleaning products for the entire municipality, including Hobøl municipality, which is a part of the new municipality: Askim 2020.
— The contracting authority would like tenders for a framework agreement for cleaning products/equipment and drying products for its entities/user places. The current core assortment is in the price form.
— In addition the contracting authority would like to get discounts on other products in you assortment as well as discounts on all types of machines for use during cleaning. This/these discount percentages will not form the basis for the price evaluation, but will be a discount that will apply in the contract period.
— The volumes are estimates based on statistics and obtained information. The consumption is dependent on the municipalities' budget situation, activities and other frame factors. The estimated procurement requirement for each municipality must be considered as a guideline and gives the right to purchase, but does not represent any obligation to purchase. The expected volume is, thus, not binding.

Tenderers shall be a legally established company:
— Norwegian companies: Company registration certificate.
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established. >
Økonomisk og finansiell stilling:
— The tenderer shall substantiate that all employees at the supplier, and at any sub-suppliers who directly contribute to fulfilment of the contract, shall have wages and work terms that are not worse than those in the nationwide tariff agreement, or what is otherwise seen as normal for the place and profession in question. This also applies to work that shall be carried out abroad. — Confirmation that the tenderer has orderly work contracts with his employees and that the employees have wages and working terms that are not worse than those in the nationwide tariff agreement, or what is otherwise seen as normal for the place and profession in question.

The tenderer must have the financial capacity to carry out the assignment/contract.
— Credit evaluation/rating, not older than 6 months, based on the last known accounting figures. The rating should be carried out by an officially certified credit rating agency.
Minste nivå(er) av standarder:
Tenderers shall have their tax and VAT payments in order. —Tax certificate (Tax certificate for tax issued by the tax collector/municipal cashier (form RF-1244)) which is no more than 6 months old.
— VAT Certificate (Certificate for paid VAT issued by the Tax Officer (form RF-1244)) which is no more than 6 months old.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
The tenderer must have a functioning HSE system. HSE self-declaration (See appendix 4 to the tender documentation).

Tenderers are asked to mention in their reply how their HSE system is built up and functions.
Teknisk og faglig kapasitet:
A good and well-functioning quality assurance system is required for the services/products.
which shall be delivered. A description of the tenderer's quality assurance system/management system (ISO certification or equivalent).
This is an absolute requirement.
The municipalities consider it vital that the use of environmentally damaging substances is reduced. The offered products shall fulfil the official Scandinavian environmental labels (Svanen), or the official European environmental labels (Blomsten) or other equivalent environmental labels.

The manpower for the assignment shall have the necessary expertise to carry out the assignment. An overview of CVs (and any authorisation when required) with a description of formal education and work experience for each person who shall be used for this assignment. Confirmation shall be given that the municipalities will have a permanent contact person and that all communication with the tenderer will be in Norwegian. Knowledge within product selection, areas of use will be emphasised.

Tenderers shall have experience from a minimum of 3 equivalent assignments. Tenderers shall enclose a list of the most important deliveries during the last 3 years, including information on the value, date and contact person (name, telephone and email). This is an absolute requirement.
