The contract period will be 2 years. The Contracting Authority has the right to take up an option for 1+1 year, to a total maximum of 4 years.

Qualification Requirement:
Tenderers shall have their tax, payroll tax and VAT payments in order.
Documentation requirement:
— Tax and VAT certificate from the Norwegian Tax Administration, not older than 6 months calculated from the tender deadline;
— Foreign tenderers shall provide certificates from equivalent authorities to the Norwegian ones.
Tenderers shall not be legally convicted for participation in a criminal organisation or for corruption, fraud or laundering money.
Self-declaration on conduct. The template that is attached to the tender documentation can be used, cf. Annex 4.
Tenderers must be a legally established company.
— Norwegian companies: Company Registration Certificate;
— Foreign companies: Proof that the company is registered in the trade or business registry as prescribed in the legislation of the country in which the tenderer is established.
Tenderers shall be registered and approved in the Norwegian Labour Inspection Authority's cleaning register.
Copy of certification by the Norwegian Labour Inspection Authority.
Økonomisk og finansiell stilling:
Qualification Requirement:
Tenderers must have sufficient financial capacity to carry out the assignment/contract.
Documentation requirement:
The tenderer's annual accounts from last year including notes and the board and auditor's comments.
If the annual accounts for last year have not been completed by the tender deadline in this competition, the provisional annual accounts for last year can be enclosed in addition to the provisional annual accounts for the current year.
The contracting authority reserves the right to obtain a credit rating of the tenderer. Financial strength will be evaluated in relation to turnover, operating profit margin, solidity and liquidity.
If a supplier, due to valid reasons, cannot present the requested documentation, he can prove his economic and financial position with other documentation that the contracting authority can accept.
Teknisk og faglig kapasitet:
Qualification Requirement:
Tenderers shall have relevant experience from a minimum of 3 equivalent assignments in the last 3 years.
Documentation requirement:
Description of the tenderer's 3 most relevant assignments during the last 3 years. The description must include information about the value of the contract, time and recipient (name, telephone number and email address). References can be contacted for clarification of relevance of the contract. However, it is still the tenderer's responsibility to substantiate relevance through the description. Please use the attached template, see annex 5.

The tenderer must have the sufficient implementation ability and capacity to deliver the required services.
The tenderer shall give a brief and overall description of the company including:
— A description of the company's business idea, general organisation and number of employees.
Tenderers shall give an account of the average workforce at the tenderer during the previous three years, and the tools, machinery, equipment, material or technical equipment at the tenderer's disposal for the implementation of the contract/assignment.

Tenderers shall have a quality assurance system for the services that will be provided.
Description of the tenderer's quality assurance system and quality management system; or
Copy of the system certificate issued by an accredited certification body, e.g. ISO 9001, or equivalent documentation.
In order to ensure that relevant environmental requirements given in the contract are complied with, tenderers shall have sufficient environmental competence and routines for quality assurance for the services included.
Give an account of the tenderer's environmental competence and procedures that substantiate that the requirement is covered It is sufficient to present current certificate if this is described in the company's quality assurance or environmental management system in accordance with ISO 14001 or equivalent third party verified system.
