In 2015 the Gjøvik region had a turnover on the existing agreement of approx. 3 500 000 NOK.
The Contracting Authority for the competition is Procurements Joint Unit on behalf of the 5 municipalities in the Gjøvik region. The Gjøvik region consists of the municipalities of Østre Toten, Vestre Toten, Søndre Land, Nordre Land and Gjøvik. The region has approx. 70 000 inhabitants distributed over an area of 3 166 km

Through their purchasing, the Gjøvik region shall ensure that the joint resources are used in a socially beneficial manner. The Gjøvik region bases it's purchasing on competition, commercialism and equal treatment of suppliers.
Procurements: The Joint Unit in the Gjøvik region carries out the competition on behalf of the municipalities, hereafter a generic terms such as the municipality/contracting authority.

7.2. Organisation. The tenderer shall be a legally established company: — Norwegian tenderers shall present an updated Company Registration Certificate; — Foreign tenderers shall present certificate(s) for statutory registration in the country of establishment. 7.3 Tax certificate. Tenderers shall have their tax and VAT payments in order. Documentation requirement: — Norwegian tenderers shall submit tax certificates, no older than 6 months calculated from the tender deadline; — Foreign tenderers must submit certificates from equivalent authorities to the Norwegian ones; — Tenderers must account for any arrears. If the tenderer's offer relies on sub-contractors for contract fulfilment, a commitment statement shall be enclosed stating that the tenderer has the necessary right of use of the sub-contractor's capacity. If the sub-tenderer's performance is expected to exceed 100 000 NOK (excluding VAT) of turnover, certificates must also be enclosed for payment of tax and vat for the relevant sub-contractor(s).

Økonomisk og finansiell stilling:
7.4. Financial and economic position: Tenderers shall have sufficient economic and financial solidity to be able to carry out the contractual obligations. Documentation requirement: — Tenderers must submit annual financial statements for the last 2 financial years, as well as the auditor's reports; — Tenderer is requested to account for any necessary conditions (for example such as deficit and low equity to assets ratio etc.); — Credit rating, carried out by a publicly approved credit rating institution, confirming that the tenderer is credit worthy. The credit rating shall not be older than 6 months from the deadline for receipt of tenders and it shall be based on the last known accounting figures; — If for valid reasons the tenderer is unable to submit the documentation as requested by the Contracting Authority, the tenderer may prove their economic and financial standing with any other document that the Contracting Authority is able to accept.

7.5. Professional ethics, corruption/fraud, etc. If the tenderer's organisation, managers in the organisation or owners of the organisation are convicted of corruption, fraud, money laundering, etc. this must be disclosed. In these circumstances please explain the relevant judgements and subject matter. The conditions will be assessed according to the rejection regulations in PPR §20-12. 7.6 Environment and quality assurance system. The tenderer shall have implemented and have a functioning environment and quality assurance system. Documentation requirement: — Tenderers shall document and account for their environment and quality assurance system for the agreement area. If the procedures are described in the company's quality assurance or environment management system in accordance with ISO 9001 or 14001 or an equivalent third party verified system, it is sufficient to enclose a valid certificate on this.
