A new light rail section between Lagunen and Flesland airport is scheduled to be in operation by autumn 2016. The Light rail stop at Flesland airport will not be in use for transport of passengers from this period, due to development of Flesland airport.
The objective of the procurement is to make room for a bus replacing rail system that can transport the passengers between the airport and Birkelandsskiftet. The contract period is 6 months from 15.8.2016.
The contracting authority shall have an option for an extension to the framework agreement for a further 1+1+1 months. The maximum contract period is 9 months.

Beskrivelse av opsjoner:
The contracting authorities require an option for the extension of the agreement with 1+1+1 months.
The Contracting Authority shall have an option to increase the frequency from 10 to 5 minute interval if required.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1. The tenderer shall have arranged terms with regard to the payment of tax, payroll tax and VAT. Tax certificates not older than 6 months Foreign tenderers must present equivalent certificates from their country that show that they have the tax and duty payments in order. If the authorities in the relevant country do not issue such certificates, the tenderer shall enclose a declaration that states that all taxes have been paid. The declaration shall be approved and signed by the tenderer's Financial Director/ person responsible for Finance.

2. The tenderer must be a legally established company. Documentation: Norwegian tenderer shall submit Company Registration Certificate. Foreign tenderers shall submit a verification showing that the tenderer is registered in a trade index or a Register of Business Enterprises in accordance with the legislation in the country where the tenderer is established.

3. The tenderer shall enclose with the tender a self-declaration regarding conduct and verify that the requirements in annex A1 are fulfilled. Annex A2 can be completed and submitted.
4. Tenderers shall fulfil the legal requirements on wage and work terms. Documentation thereof shall be submitted in the form of signed self-declarations. cf. the template in annex C.
5. In order to issue a route permit, the tenderer must comply with necessary requirement in the Professional Transport Act. Documentation: Pledge from a bank or an insurance company verifying that a permission guarantee statement that cover the always current guarantee sum given by the permission authority for this year, multiplied with the number of buses included in the Assignment. Annex G1 shall be completed and submitted.

Applicants must enclose confirmation from the company/applicant that the Professional Transport Act's requirements for route licences and coach licences are fulfilled. Annex G2 shall be completed and submitted.
Økonomisk og finansiell stilling:
The tenderer shall have sufficient economic and financial strength to fulfil the contract. The Contracting Authority will conduct credit ratings through an independent credit rating agency. Financial strength will be evaluated in relation to turnover, operating profit margin, solidity and liquidity.
