Framework agreements for builder, joiner, construction work with coordinator responsibility for general maintenance, minor investments, alterations and installations for the county's buildings.
Description of the framework agreement.
The framework agreements shall cover the county's need for trade services, stated in this tender documentation, for general maintenance, minor investments, alterations and installations for the county's buildings. Periodic services/inspections will be carried out through separate service contracts.
The framework agreement shall ensure that the contracting authority always makes the most rational and economic procurement for its entities.
Procurement of trade services within the trade groups:
— Builder/joiner/construction work with coordinator responsibility
Tenderers shall provide the following trades:
— Joiners
Tenderers shall provide joiners, but shall, within the given response time, also be able to ‘transport’ or carry out the other trades with sufficient trade competence (certificate of apprenticeship).
Tenderers of the construction work trade shall be able, upon request, to act as the main contractor for the following disciplines:
* Masoners
* Flashing and guttering
* Ventilation
* Roofing
* Fire Sealing
* System ceiling
Relevant tasks:
Joinery assignments: Simple demolition work. Renovation, replacements and upgrades of building parts within joinery.
Masonry assignments: E.g. masonry repairs, sheathing, minor concrete work, floor/liquid filling.
Flashing and guttering: Assignments within flashing and guttering.
Ventilation assignments: Air treatment plants, demolition, disassembly, reassembly, commissioning and adjustments etc.
Roofing assignments: Roofing with foil, roofing felt, Sarnafil etc.
Fire sealing assignments: Certified and documented sealing in fire barrier constructions.
Assignments within system ceilings: Disassembly, reassembly, implementation and new establishments. If a tenderer does not have these disciplines himself, the tenderer shall coordinate between
several sub-suppliers.
The main supplier shall enter into binding contracts with permanent sub-suppliers, c.f. point 1.3.5.

Scope of the procurement
The contracts shall cover the need for trade services for assignments within builder, joinery, construction work with coordinator responsibility, as well as delivery of the required material, unless otherwise agreed.
The framework agreement will not apply for major construction assignments where the contracting authority deems it appropriate to hold separate competitions/have separate contracts for the assignment.
The extent of the services can vary a lot from year to year, depending on what projects are carried out within operation and maintenance. The value is only a guideline and does not obligate the entities.
The contract will, however, be binding for both parties so that the entities covered by the contract will be obliged to make their procurements from the tenderer a contract is signed with, as long as he is capable of delivering in accordance with the contract terms.
The estimated annual volume is NOK 16 million.
Call-offs on the contract.
The contracting authority intends to enter into framework agreements with 3 tenderers, provided that there are 3 suitable tenderers and tender offers. Assignments will be awarded on the basis of the terms stipulated in the framework agreement, without a new competition.
When trade services are required in the contract period, the contracting authority will first ask the tenderer in the competition who submitted the economically most advantageous tender for the trade in question. If the tenderer who is asked cannot meet the contracting authority's progress plan requirements, due to capacity problems, the request will be sent to the tenderer ranked as number two, and possibly number three. This can mean that some of the tenderers will not provide services for the contracting authority in the contract period, even if a framework agreement has been established.
The contracting authority will always be free to choose the type of call-off form, or use a combination of the following:
— Consumed hours and materials with mark-up.
— Fixed price. Østfold county reserves the right to hold mini-competitions when appropriate.
