Framework agreements for bank services for Østre Toten, Vestre Toten and Nordre Land municipalities, valid from 1.1.2017.
The framework agreement service provider(s) of main bank services shall support efficient operation of bank services in the form of optimum bank transactions, liquidity management, operating credit, efficient communication systems, cash management and other daily bank services. The contracting authority shall have an option to place surplus liquidity with other financial institutions. The contracting authority shall have access to consultancy services as regards the market, financing solutions and placement alternatives from the chosen service provider(s).
Tenders shall be based on branch specific standards and the regulations and directives that apply to the branch.
One framework agreement will be signed per municipality. Tenderers will be chosen based on which tender is the economically most advantageous as regards the terms in the tender documentation.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Tax and VAT certificate. Requirement: Tenderer must have submitted their tax, employer contributions and VAT assignments. Documented by: Tax and VAT certificate. The certificate must not be more than 6 months old from the deadline for submitting the application. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-providers, tax certificates must be provided for them as well.

1.3.1 Tax and VAT certificate (statutory requirement). Tenderers shall have their tax and VAT payments in order. Documentation requirement: A certificate showing paid VAT, taxes and social security contributions is required. The certificate shall be issued by the competent authority in the country where the tenderer is established (the Norwegian certificate for tax and VAT is common and can be ordered from altinn.no former RF-1244) in accordance with the laws and regulations in the country of origin. The certificate must not be more than 6 months from the deadline for receipt of tenders. The certificates shall be enclosed.

Økonomisk og finansiell stilling:

1.3.2 Economic and financial position (not a statutory requirement). Requirements regarding the tenderer's economic and financial position: The financial capacity to fulfil the contract is required. Tenderers shall, as a minimum, have bank total assets of 5 000 000 000 NOK and a minimum international credit rating of A- from at least 1 of the certified rating companies, Moody's, Standard & Poor or Fitch. An equivalent rating from a certified Norwegian analysis environment will also be accepted. Documentation requirement: Tenderers shall enclose a rating as stated above.

Requirements regarding the tenderer's economic and financial position: The financial capacity to fulfil the contract is required.
