Avalanche protection county road 53 Tyin-Årdal

The aim of the procurement is to ensure 13 previously defined trigger points along county road 53 Tyin-Årdal in Oppland county by using a system for remote controlled, preventive snow avalanche control. The contracting authority would like tenders for the procurement of a complete system for remote control for avalanches for 13 trigger points on the stretch county road 53, Tyin-Årdal in Oppland county. The contract also includes some rock clearing, installation, training, as well as filling in and maintenance over a period of 5 years after completion.
The trigger points and the area have previously been defined by the contracting authority and tenderers are to offer a system for this.
Tenderers shall offer to fill in with blasted matter.
An option shall be drafted for the operation of the delivered installation. A price estimate shall be given for this option.

Beskrivelse av opsjoner:
The contracting authority will assess a contract with the tenderer for the operation of the system for preventive snow avalanche control. We would like tenderers to provide a draft plan for how the delivered system for preventive snow avalanche control can be operated. For background information on the area that shall be secured see all of report No 2014015819-19 and Annexes 1 to 10 in particular. The Norwegian Public Roads Administration is responsible for the operation of county road 53. The actual operation is put out to tender and the road is operated by a contractor. The draft plan for the operation of a system for preventive snow avalanche control can be based on a cooperation with the operations contractor, with this contractor carrying out snow clearing, road closures for blasting and snow removal (also after an avalanche on the road).

The draft for the operation shall be based on the tenderer providing the manpower to carry out the actual blasting, with the snow clearing manpower as helpers. Different methods for monitoring the avalanche danger and deciding when to blast shall be included in the option proposal.

Vilkår for deltakelse
Økonomisk og finansiell stilling:
A VAT certificate is required (National requirement);
Requirement to submit Tax Certificate for tax (National requirement);
Requirement to submit a HSE self-declaration (National requirement).
Foreign companies: Foreign tenderers shall present certificates be which substantiate that the tenderer has complied with the obligations in relation to payment of tax and duties.
Tenderers are required to have a legally established company.
Teknisk og faglig kapasitet:
The supplier shall have the relevant expertise, and experience from similar contracts. Furthermore, tenderers shall have experience with the offered system for preventive snow avalanche control.
Documentation requirement: A list of the 3 most important deliveries and services, including information about the value, date and the name of the public or private recipient.
A reference person must be named for each assignment that is referred to, and who will be contacted by the client.
