Automatic monitoring for landfill termination Grønmo

The aim of the procurement is the establishment of a system for automatic monitoring for the landfill site at Grønmo, consisting of SRO installations and equipment for monitoring.
The SRO installations shall be a multi-user server system with graphical viewing, data acquisition, report and curve viewing, alarm functions and options for connecting operator stations. Operator stations, an operative system and SRO standard software shall be delivered.
Online wireless communication shall be established for a number of measuring points, which include, amongst other things, measuring and regulating building for gas, level measuring in bearing wells, monitoring leachate in the treatment facility as well as monitoring streams. Thus equipment shall be delivered and installed for measuring gas, leachate, surface water and the water level.
Data shall be stored on REN's server and the system must be adapted to this.
Electrical cupboards and electrical installations shall be established at most of the measuring points.
The assignment includes detailed engineering design services, programming, configuration of communication, delivery of measuring instruments, testing, commissioning, documentation and instructions.

The County Governor presented a demand in 2009 for the termination of the landfill site at Grønmo. This involves, amongst other things, upgrading the gas installations, improved surface water collection, improved collection and treatment of leachate, as well as terrain forming and the establishment of a top cover. The Sanitation Department has established a project to carry this out. In autumn 2015 REN signed a contract with a general contractor for the implementation of the measures. This contract is planned to be completed in 2017.The authorities have otherwise demanded a minimum of 30 years post operation, in which the gas and leachate installations shall be operated and the environment shall be monitored. A system for automatic monitoring shall be procured in order to do this more efficiently.The service is planned to be carried out 15.9.2016-28.4.2017.In addition a service and maintenance contract will be signed for 5 years after the hand over with an option for an extension for 2+2 years.The contract will be transferred to the Property and Town Renewal Department (EBY) in the contract period (planned June 2019).

Mandatory requirements:

— Good experience is required from deliveries of an equivalent nature and extent, including experience as a turnkey contractor.
