Automatic injection machine for PET radiopharmaceuticals (PET-injector)

Helse Bergen HF intends to purchase one wind-up and injection machine for PET radiopharmaceuticals (PET injector) for use at the PET center.
The PET center in Helse Bergen serves currently one PET / CT scanner, and has allotted land for an additional PET scans (PET / MRI or PET / CT). The PET-center conducts annually in excess of 1500 PET examinations.
The purpose of the purchase is that the PET injector shall replace manually draw-up and injection of PET radiopharmaceuticals. The process must be sterile, simple and be performed with minimum radiation exposure to the personnel. The system will also contribute to increased accuracy and repeatability of injected dose to the patient.
Mainly the PET tracer being used is FDG, but others tracers will be relevant at a later date. It is desirable that the injector can also be used with other tracers.
The PET center has 1 to 2 daily shifts and 1 to 2 daily productions of FDG.
The PET injector desired should be able to be used for all injections. The batch must be replaced during the day without major radiation exposure to personnel. There will also be a requirement that the battery operation is compatible with this usage, even when the battery is weakened by use.
Helse Bergen HF currently utilizes system Agfa RIS / PACS and hotlab management system IBC. The offered equipment must be able to communicate ‘2-way’ (at least) with 1 of these systems.

Egnethet til å utøve yrkesvirksomheten:
A. It is a requirement that Norwegian suppliers have fulfilled their obligations due to payment of tax and VAT. The suppliers shall give documentation for tax- and VAT. Issued by the Tax Administration.
The certificate shall be issued on Tax Administration form RF-1316 or other form which provides the same information.
The certificate shall show no substantial arrears. The certificate shall not be older than 6 months from the filing date of the offer.
B. It is a requirement that the provider is a legally established company. It shall be documented by presenting a copy of the certificate of registration. Foreign companies will deliver a compensation that the company is registered in a trade or business register as prescribed by the law of the country where the provider is established.

Økonomisk og finansiell stilling:
The provider should have the financial capacity to fulfil the assignment / contract.
Credit rating, not older than 6 months, and based on the last known accounting. An assessment must be performed by a publicly approved credit institution.
We reserve the right to obtain credit on our own initiative from reputable rating company.
Companies without satisfactory credit, emerging companies with credit ratings AN, some foreign companies or companies with no reporting obligation Brønnøysundregistrene will not always be able to supply credit rating as evidence that the qualification requirement is satisfied. In such cases, this will still be compensated with satisfactory guarantee from a bank and / or guarantee from the parent company with a satisfactory credit rating which provides an equivalent security for the execution capability. Such alternative documentation must follow as part of the offer.

Teknisk og faglig kapasitet:
A. It is a requirement that the provider has sufficient experience in similar assignments. As similar mission considered delivery of the performance competition includes large government agencies or larger private groups.
The Tender shall submit a list of the principal deliveries effected or services rendered in the past 3 years, including information about the values, dates and recipients. Certificates issued or confirmed by the client can be attached.
B. The bidder must have a functioning quality assurance system for the services that will be delivered.
If the procedures described in the Offeror QA / or management system complies with ISO standards or equivalent 3rd party-verified system, it is sufficient to present a valid certificate with up-clearing where this is discussed. Alternatively, are set forth existing system and procedures documenting that the requirement is met.
