The existing auditing agreement for Hordaland County expires 30.6.2017. The Supervisory Board in the County will be in charge of the work with finding a new auditor and preparing a report thereof to the County Council The Secretariat of the Supervisory Board in the County shall assist the Supervisory Board with this work.
A decision regarding the appointment of auditor will, in accordance with plans, be made by the County Council in March 2017, and the auditor can start his work 1.7.2017.
Auditing services for Hordaland County The contract also includes a right for the County to procure performance audit, company control and other hourly-based assignments. An option related to audit of road projects may also be included.

Tenderers shall have a legal organisational and legal position — documented by: Company registration certificate or equivalent from the tenderer's home country.

Tenderers shall fulfil statutory requirements for this type of auditing — documented by a self-declaration with a referral to the current laws and provisions and with documentation of fulfilment of FOR 2004-06-15 No 909: Regulations on auditing in municipalities and counties etc. §§ 11 and 12.

Økonomisk og finansiell stilling:

Tenderers shall have a good financial and economic position, including good solidity, documented by: The profit and loss accounts and balance with notes, as well as the annual report and the auditor's report for the last 2 years.

Tenderers shall not be in ongoing debt negotiations or bankrupt. Documented by a self-declaration.

Teknisk og faglig kapasitet:

Tenderers shall have a system for quality assurance, documented by the tenderer describing his system for quality assurance, or by enclosing a copy of a system certificate issued by an accredited certification body or equivalent documentation.

Tenderers shall have sufficient ability to fulfil the contract and capacity in accordance with the services that shall be provided, documented by a short and general account of the company that includes:

o A description of the company's business idea, general organisation and number of employees;

o Core competence related to the delivery, including an account of access to legal competence connected to the delivery;

o An account on how the assignments that exceed the tenderer's competence will be solved, with any binding statements from sub providers.

Kontraktutførelse
Innskudd og garantier som kreves:

Tenderers shall not have any tax and VAT arrears — documented by: Tax and VAT certificate. Not older than 6 months. The tax and VAT certificate can be obtained from the Norwegian Tax Authority via Altinn from 1.10.14. Any arrears must be justified separately and the justification must be verifiable.

Tenderers shall not be legally convicted for participation in a criminal organisation or for corruption, fraud or laundering money. This shall be documented by a self-declaration on conduct.
