Assistance in connection with continuous improvement work in Norges Bank

The procurement is a continuance of a pilot project initiated in December 2015. During the pilot project, the Contracting Authority has decided that the work shall be continued. A new tender contest must be implemented due to the scope and value of the project.
The Project Continuous Improvement in KF (KF in KF) was initiated December 2015. Basic training in philosophy and principles for continuous improvement was initiated, by assistance from an external joint venture partner. Three additional improvement pilot projects are initiated and partly executed. These pilot projects includes receipt of goods, onboarding of recently employees and temporary staff, as well as communication with journals/archive where the methodology is based on continuous improvement.

The tenderer shall be a legally established company.
Company Registration Certificate (Norwegian tenderers). The Company Registration Certificate shall show the board's composition at the time of the tender offer.
Registration certificates from professional registers as determined by legislation in the country in which the tenderer is established (other tenderers).
Økonomisk og finansiell stilling:
The tenderer must have the financial capacity to carry out the assignment/contract.
The company's most recent Annual Report, with annual financial statements and auditor's report, including new information of relevance to the company's fiscal figures.
Credit rating from a certified credit rating institution (shall not be more than 6 months from the deadline for receipt of tenders).
Teknisk og faglig kapasitet:
The tenderer must have sufficient professional qualifications to be able to carry out the assignments.
Description and documentation of the company's professional qualifications and competence in continuous improvement, including methodology on further development of the subject area.
Tenderers must have considerable experience in assisting contracting authorities with equivalent assignments.
An overview of the company's experience with continuous improvement projects in equivalent activities the previous 3 years. The overview shall contain the following information:
— Name of customer;
— Date;
— Services provided;
— Scope of the services provided.
The tenderer shall have sufficient capacity to be able to carry out the assignment.
An overview of the company's available personnel in the subject area continuous improvement projects.
The tenderer shall have an overall quality assurance system that will be used for the fulfilment of this contract.
Description and documentation of a quality assurance system.
Requirement for a binding statement:
If the tenderer wishes to rely on the capacity of other companies, the tenderer must demonstrate to the Contracting Authority that it will have the necessary resources available, by presenting a commitment statement from these companies.
The Central Bank of Norway accepts only 1 chain of sub-providers.
