Assessment of The Freight model system in Norway (NGM)

The Norwegian Ministry of Transportation and Communications requests an assessment of the current analytical tools for freight transportation in Norway (NGM). The Ministry hereby invites up to 3 companies or institutions within transport research and analysis to propose such an assessment.
The Norwegian Ministry and its transport agencies invested resources on developing NGM over several years, in order to be able to analyse the effects from policies and measures targeting the transportation sector in general and freight transportation in particular. This has led to a high quality regarding both more detailed estimation results and more reliable and robust results.
NGM is, as all other models, based on certain assumptions. Through the work with the broad freight analysis for NTP, the transport agencies has experienced that the assumptions in the model can have a big impact on the estimation results. For example, one assumption is that demand for freight transport between companies and zones is given, and that suppliers are price takers. It can also be the case that the model gives so-called black box results, implicating that it is not possible to trace the calculations in the model and thereby not being transparent enough.
Different research and analysis communities might have different professional approach to assessing NGM, which might be reasonable. Therefore the Ministry have decided to consider an evaluation from several different communities. The following questions should be explored in the assessment.
1) In order to improve the NGM, which adaptations of NGM should be prioritized?
2) In which circumstances should the authorities use the freight model system?
Practical and economic terms.
The Norwegian Ministry of Transportation and Communication requests that the assessment/evaluations are performed in accordance with the terms of reference and must be completed within 1.11.2016.
Up to 3 companies or institutions will be granted a budget of 500 000 NOK inclusive VAT for delivering an assessment.
