The Agency for Technical Standby (ATB) needs assistance with asphalt cutting, concrete sawing/drilling, pigging of reinforced concrete, etc. for work in, amongst other things, Oslo's streets. The contract can also be used by other departments in the agency.
The Agency for Water and Sewerage Work (VAV) has several large and small projects that they self-manage. Many of these projects require asphalt cutting, concrete sawing/drilling, etc. The estimated value of the procurement is 3 600 000 NOK over 4 years. The stated cost is only an estimate and is not binding for VAV.

Requirement: Tenderers shall be a legally established enterprise.
Documentation:
Norwegian companies: Company Registration Certificate.
Foreign companies: Proof that the company is registered in a trade register or company register as prescribed in the law in the country where the service provider is established.
Økonomisk og finansiell stilling:
Requirement: Tenderers shall have the financial capacity to fulfil the assignment/contract and have good solidity/credit worthiness.
Documentation:
Credit appraisal/rating, not older than 3 months, based on the most recent financial figures. The entire credit appraisal report shall be submitted and it shall include key figures for the previous 3 fiscal years. A credit appraisal/rating shall be conducted by a publicly certified credit rating institution and the company's last 2 annual accounts including notes, the board's annual reports and the auditor's reports, as well as recent information of relevance to the company's accounting figures.

Teknisk og faglig kapasitet:
Requirement:
Tenderers shall have experience from equivalent assignments.
Documentation:
Describe the most important services carried out in the last 3 years. Information shall be provided on the assignment's value, date as well as the name of the public or private recipient. If these were services to public contracting authorities, documentation shall be submitted of certificates issued or confirmed by by the authority concerned. If the services were for private companies, the certificates shall be issued or confirmed by them. In absence of this, a declaration from the tenderer will be accepted. The description of individual projects shall not exceed 1 A4 page.

Requirement: Tenderers shall have good implementation ability.
This includes manpower and equipment:
— Drill and cutting equipment for reinforced concrete, which covers the need 100-1 000 mm;
— Asphalt cutting equipment for up to 80 cm asphalt thickness;
— Other relevant special equipment.
— An account of the tenderer's average workforce and the number of employees in the administrative management in the last 3 years. An organisation chart can be included as a part of the account.
— An account of the tools, machines, instruments, materials or technical equipment that the tenderer can use for fulfilment of the contract.
Tenderers shall have well-functioning quality assurance routines for the services that shall be carried out, including having satisfactory HSE routines.
