Qualification Requirement:
Tenderers shall be a legally-established company
Documentation requirement:
Norwegian tenderers:
— Company Registration Certificate.
Foreign tenderers:
— Confirmation that the tenderer is registered in a trade register or company register in accordance with the law in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Qualification Requirement:
Tenderers shall have sufficient financial strength to fulfil the contract.
Documentation requirement:
The tenderer's annual accounts including notes with board and audit reports from the last 2 years.
If the annual accounts for the last year are not completed before the tender deadline for this contest expires, the last year's preliminary annual accounts shall also be attached.
The Contracting Authority reserves the right to obtain a credit rating from Experian. Financial strength is evaluated in relation to turnover, operating profit margin, solidity and liquidity.
Tenderers can choose to rely on the capacity of other companies to fulfil the economic and financial position requirements.
Tenderers must then document the resources of the companies he will rely on and document disposal of the necessary resources needed throughout the contract period. This can be done by enclosing a declaration binding the partners, guarantees, collaborative agreement or the like.

This applies regardless of the legal character of the relationship between the companies, i.e. the companies that provide support can either be the parent company to the tenderer, another company in the same group, or a collaboration partner etc.
Teknisk og faglig kapasitet:
Qualification requirement (1):
The tenderer must have adequate implementation ability.
Documentation requirement (1):
A short and general description of the activities shall be enclosed, including:
— A description of the company's business concepts and core expertise related to the scope of the delivery.
— An overview of the company's history, organisation and ownership, in addition to a description of the current company.
— A description of how the tenderer is organised for the fulfilment of this contract.
— A brief description shall be given of the overall quality assurance system that the tenderer will use for fulfilling this contract.
Tenderers can choose to rely on other companies' capacity to meet the technical and professional qualification requirements.

Qualification requirement (2):
Tenderers shall have extremely good experience from similar deliveries. This requirement will have most weighting out of all the qualification requirements in point 7.
‘Similar’ means the following:
a) Theatre, arts building, media building.
b) Internal alterations and renovation, especially in listed buildings where the facade was kept.
c) Central buildings.
d) Insecure ground conditions.
e) New buildings that shall be integated into an older building.
They are in order of priority — a and b will be more important than c, d and e.
Documentation requirement (2):
Certificates from similar contracts in the last 5 years. The certificates shall be signed or confirmed in writing by the contracting authority for the different contracts, and as a minimum shall include:
— A brief description of the delivery.
— Enclosed drafts of the delivery.
— Time of execution.
— Scope of delivery in monetary amount.
— Name, and telephone number of a reference person at the contracting authority.
If it is not possible to acquire signed or verified attestations, the tenderer shall provide a list of all relevant assignments with descriptions according to the above points.
The contracting authority must be able to contact the listed contact persons.
