The Norwegian Tax Administration would like to enter into a contract for the procurement of an analysis and information platform. This platform will consist of the following functional sub-areas:
— System for scoring and rules (both running and development environment).
The scoring system will be based on predictive models, expert models and rules. It shall also be to use technologies such as pattern recognition and graph analyses. The different techniques must be able to be combined in order to make up a whole. Integrated in the processes, they shall support dynamic choices between different service strategies.
— Several tools for advanced analysis.
The area cover tools and consumer/user orientated services within advanced analysis, data investigation, data processing, visualisation, graph/network analyses, pattern recognition etc. Advanced analysis also includes areas such as data and text mining, simulation, optimisation, prognostication etc.
— Analysis and information platform with data integration.
The total system shall support the establishment of an analysis and information platform that includes:
— Data Management Solution for Analytics (DMSA).
— Logical data warehouse.
— Data virtualisation and data integration.
We would like to be open for several alternatives in the competition:
Procurement of a system as well as a support and maintenance contract.
Procurement of a system as well as an operational contract.
Procurement of a system as a service.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement: The interested party shall have their tax, employer contribution and VAT payments in order.
Documentation requirement: Norwegian tenderers shall submit a certificate, either from the tax collector or the Norwegian Tax Administration, which states the extent of any tax, employer contribution and VAT payment arrears.
Foreign tenderers shall submit an equivalent certificate from authorities equivalent to the Norwegian authorities.
The certificate must not be more than six months old calculated from the deadline for receipt of the request for participation. Any arrears and other notes must be explained.
Requirement: The interested party must be a legally established company.
Documentation Requirement: Norwegian tenderers shall submit a company registration certificate.
Foreign companies must submit documentation that demonstrates the tenderer is registered in a trade index or professional register or business register as prescribed in legislation in the country where the tenderer is established.
Økonomisk og finansiell stilling:
Requirement: Tenderers shall have adequate solidity.
Documentation requirement: Credit rating, not older than one year calculated from the deadline for receipt of request for participation. The rating shall be based on the latest known accounting figures.
Teknisk og faglig kapasitet:
Requirement: A good ability to fulfil the contract is required.
Documentation requirement: Description of the tenderer's technical capacity and professional qualifications. A description is wanted of the capacity of relevant entities at the tenderers. With regard to qualifications, a brief overview of general relevant expertise at the tenderer is requested. The personnel who will be offered for the assignment shall not be specified, and CVs are not to be submitted.

Requirement: Relevant experience from similar assignments is required.
Documentation requirement: Tenderers shall describe the 3 most relevant deliveries in the last 3 years, see points 1.2 and 1.3 in the qualification documentation, in which the tenderer has provided similar systems to a customer. The description for each delivery shall include the following:

The competition is cancelled pursuant to the Public Procurement Regulations (2006) §22 1 (1). The reason for the decision is that the Norwegian Tax Authority, after a detailed analysis of the procurement documents and other relevant circumstances, finds that it is highly probably that the department's needs will not be realised within the framework resulting from the notice and the qualification documentation. As this framework is not adjustable without breaching the rules for public procurements, the Norwegian Tax Authority has no other alternative than to cancel the competition.
