A new nursery with 6 departments shall be engineered and constructed in Sponstugrenda 27. The existing buildings at the site will be demolished during autumn 2016. The assignment also includes the development of the outdoor area.
The building shall be BREEAM certified, as well as fulfil the requirements for plus-house, as defined in annex 1 — ‘Performance Description’.

Beskrivelse av opsjoner:
1. Postponed start of works due to responsibility conditions at the builder.
— if a situation should occur, prior to initiating the works, where the builder is responsible for a delay that requires prolongation of the deadlines, c.f. NS 8407.
2. Option for fixed salary and price increases during the entire project period.
— As an alternative to price regulations in the contract, c.f. NS8407.
3. Option to build the nursery as a passive house in accordance with NS3701:2012.
— The principal purchaser (the Department of childhood and youth and knowledge) shall be given an option to disregard the ambition of the nursery school being constructed as a plus house after the KS2 process.
The Contracting Authority will have a unilateral right to trigger the option.

Requirement: The tenderer shall be a legally established company.
Documentation requirement:
— Norwegian companies: Company Registration Certificate.
— Foreign companies: proof that the company is registered in a trade or business register as prescribed by the law of the country in which the service provider is established.
Økonomisk og finansiell stilling:
Requirement: The tenderer must have the financial capacity to carry out the assignment/contract.
Documentation requirement:
— The company's last two Annual Financial Statements including notes, management's annual reports and audit reports, as well as recent information of relevance to the company's fiscal figures.
— The contracting authority reserves the right to obtain a credit assessment/rating, which is based on the last known accounting figures. The rating will be carried out by an publicly certified credit rating institution.
Teknisk og faglig kapasitet:
Requirement: 1. Tenderers shall have adequate capacity to fulfil the assignment.
Documentation requirement:
— A statement of the tenderer's average workforce and the number of employees in the administrative management during the last 3 years (can be the same document as the expertise matrix).
Requirement: 2. Tenderers shall have good experience from equivalent assignments.
Equivalent assignments means:
— major projects as a turnkey contractor;
— construction of buildings with high environmental ambitions.
— An overview of the most important deliveries in the last 5 years, together with testimonials of satisfactory execution for the most important work. The testimonials should state the value, time frame and place the work was carried out and indicate whether the work was professionally executed and properly completed.

Requirement: 3. Tenderers shall have a well-functioning quality assurance system that is relevant for the execution of this assignment.
— Certificate for the company's quality assurance system issued by independent bodies which certify that the tenderer fulfils certain quality assurance standards, for example ISO 9001:2008.
Instead of certificates, other equivalent documentation on quality assurance measures may be accepted. We request information regarding the name of the system and to have a detailed table of contents as well as an explanation of how the system is used in practice.
